Baker". There are a few glue marks to the edges of the photograph & its corners have been clipped, cutting off a few letters of the date. Good. Baker is…photographed at head-and-shoulders length, wearing a dark pin-striped suit and tie and round glasses.Newton Diehl Baker [1871-1937] was an American lawyer, politician and government official. He served as the 37th mayor of Cleveland, Ohio from 1912-1915 and as U.S. Secretary of War under Woodrow Wilson from 1916 to 1921.The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.

The gilt is faded on the spine; the title-page, prelims., show brown spotting, and there is lighter, scattered tan spotting to some page margin…s, endpapers, a few pencil marks added by book reviewer, Munson Havens, with the upper corner of pp. 13-14 formerly turned down. This copy bears Munson Havens' "Reviewed for Time [Magazine] -By Munson Havens bookplate (featuring the November 23, 1925, Gifford Pinchot Time Magazine cover, in black & white), and a clipped page, folded & inserted, (pp. 9-10, Time; January 4, 1926) with a unsigned notice of this title (Baker's "Progress and the Constitution"), by Munson Havens, who has added his initials in pencil to the end of the review, and added a correction in ink near the end (orator for author). This copy has also been inscribed for Cleveland, Ohio based book collector & author, Munson Havens (1873-1942), by Baker, in ink on the facing free endpaper: To Munson Havens with affectionate regards and genuine admiration [signed]: Newton D Baker Oct. 4, 1925; this copy also has an inserted ALS to Havens regarding his (unsigned) review; this is on a folded sheet of 5 5/8 in. x 7 3/4 in. notepaper with a printed heading name & address: "January 13, 1926, My Dear Munson. The tattle tale publication of the [Cleveland, Ohio] City Club discloses your authorship of the [book] review of "Progress and the Constitution" which appeared in Time, and as a consequence the University of Virginia is at last going to get some royalties as Korner and Wood [Cleveland booksellers] tell me that you have added a substantial list to the lone purchaser who hitherto has been getting copies to distribute to his friends! Apart from this, my dear Munson, you have added to the illusion of scholarship about me which grew up years ago and of which I am all too unworthy. But these sins of generosity will all be counted in your favor on the Great Day, by the Recording Angel and they have already been rejoicingly welcomed by Yours affectionately, Newton. Mr Munson Havens". The letter shows a central horizontal fold from being mailed, very light tanning to the paper. Sold together only, a copy of the inscribed book and the autograph letter signed, regarding the review of this book. The book is very scarce as is ALS by Baker. Inscribed by Author(s).

Ayres,/ Sept. 8, 1902" to half-title page, otherwise internally clean. $150. * Third edition, revised and enlarged. "Two large editions having been exhausted since this work was first published, and another demanded, the author has thoroughly revised, corrected and enlarged the present edition" (Preface to Third Edition, iii). This copy has the nineteenth-century bookseller's ticket on the front pastedown of James B. Dodge, self-described in contemporary adverts as "Law Bookseller". It was owned by Dr. Eli Allen Wood (1836-1894), was eminent physician, surgeon, state senator, prolific medical writer, sometime President of the Pennsylvania Medical Society, as well as author of libretti for contemporary opera, who in 1871 inscribed this copy no doubt while living in Birmingham, Pennsylvania; and the attorney Nicholas Goshorn Ayres (1848-1918), who inscribed the half-title in 1902. All three lived in Pittsburgh, Pennsylvania, so there is much geographical cohesion to the provenance as well. New York: Baker Voorhies, 1871. 3rd edition. (illustrator).

TNS, 1p, 8" X 10¼", Washington, DC, 30 April 1920. Addressed to Joseph Cummings Chase (1891-1954). Very good. Lightly age… toned, with original folds. On "War Department" letterhead, Baker thanks this noted artist for "the copy of 'Soldiers All,' and keenly appreciate your kindness in sending it to me. It is a book which I shall treasure very highly and there will be many happy days when I shall refer to it and recall the friendships and stirring efforts of those whom you have so happily preserved for us." Boldly signed with his usual diminutive signature. Chase had been commissioned by the A.E.F. to paint portraits of commanding generals and hero doughboys, and these were published in the 1920 book "Soldiers All: Portraits and Sketches of the Men of the A.E.F." (New York: George H. Doran Company).

TDS (mimeograph), 6pp (rectos only), 8½" X 11", n.p., n.y. Very good. Lightly age toned; two original horizontal fold lin…es (not weakened); staple holes at upper left. Untitled typescript of a speech given by Baker, the first couple of lines reading simply: "THE HONORABLE NEWTON D. BAKER: Miss DeYoung, Senator Nye, Mr. Thomas, Ladies and Gentlemen: I think it is fair to say that the most profound preoccupation of the mind of America at this moment is the question of the preservation of peace." At top of this first leaf, Baker pens "Stenographic Report" at upper right in black ink. Baker gives a lengthy, thoughtful elaboration on the difficulty but necessity of maintaining worldwide peace in the face of "a new triumvirate -- Hitler, Trotzky and Japan," offering numerous historical allusions one would expect from a former Secretary of War. He stands up for the League of Nations, as he always did. We date this speech at mid-1930s, which is perhaps affirmed in the April 5, 1935 issue of "Spotlight," a publication of "Students of the Women's Division of Brooklyn College of the College of the City of New York," which reports that "Newton D. Baker has accepted an invitation to speak at an anti-war demonstration on October 4 at the University of .Minnesota" -- perhaps this is that very speech, though this is uncertain. After the speech's close on page six, Baker signs boldly in full. A quite unusual item, probably produced in an exceedingly small quantity and this probably the sole signed copy.
