During Israel s War of Independence in 1948, Bavly joined the Giv'ati Brigade, and took part in the attempts to break the siege over Jerusalem. Bavly rose to the rank of Lieutenant Colonel in 1976. While serving in the Military Government imposed by Israel over the Palestinians in the West Bank after the 1967 War, Bavly interacted with various Palestinian leaders, some of which proposed ways to the resolution of the Palestinian-Israeli Conflict, and the establishment of a Palestinian State alongside the State of Israel.
