Geschrieben vom Fraktionsvorsitzenden der Münchener NSDAP, dem Juristen Dr. Rudolf Buttmann (1885-1947) anlässlich des Eklats (von Buttmann als Skandal" betitelt) rund um die Bayerische Landtagssitzung am 17.6.1932. Mitglieder der NSDAP-Fraktion (darunter z.B. der Oberbürgermeister aus Lindau-Aeschach Ludwig Siebert) wurden wegen Erscheinens in Parteiuniform () auf Grund des § 31 Abs.2 der Gesch. O () aus dem Saal gewiesen, dann für die folgenden 8 und endlich für die folgenden 20 Sitzungstage ausgeschlossen ()." (aus dem Eintrag des Sprechregisters vom 17.6.1932). Dieser Ausschluss betraf letztendlich die 43 Mitglieder der Fraktion, die bei den letzten freien Wahlen des bayerischen Landtages am 24.04.1931 in den Landtag gewählt wurden. Die Partei befand sich im Aufwind und somit wurde am 30.Juni Klage beim Staatsgerichtshof gegen diesen Beschluss eingereicht.Es ist eine Schmähung der demokratischen Werte, wenn Buttmann über eine unerhörte Verhöhnung der heiligen Volksrechte" und dem hinsterbenden Parlamentarismus in Deutschland" lamentiert und durch den Ausruf O Paulskirche, was ist aus deinen hehren Idealen geworden!" die Nationalversammlung und die ersten Schritte zum nationalen Parlament ad absurdum führt vor allem, wenn man dann die de facto Auflösung des Parlaments nur einige Monate (März 1933) später bedenkt. -Buttmann, dessen Streben nach höheren Ämtern unter den Nationalsozialisten verwehrt wurden, erhielt 1935 den Posten des Generaldirektors der Bayerischen Staatsbibliothek.
