This is rooted in the oil embargo and excess oil revenues triggered by the Yom Kippur War, burgeoning arms sales to Iran and Saudi Arabia especially, and new found economic and political power and prestige for Gulf rulers "who had hitherto received very little attention" (p. v). The Subcommittee held these hearings to focus on 4 areas including: arms sales; excess oil revenues and how the US should encourage OPEC states to use them; US response to the Arab-Israeli conflict ("More than ever before there is a linkage between the Persian Gulf and that conflict - failure in one arena could spell failure in the other"); and US intent to cooperate or confront and the signals this is sending to Gulf states and European allies. This work includes witness statements made in each area by officials from across the US Government and the military, and the subsequent discussions. Among the appendices are John Duke Anthony's paper on "Political and Socio-Economic Change in the United Arab Amirates" which includes a map and organigram of government (pp230-247), Robert Berman on "The Shah's Iranian Empire", and Hamilton's remarks on the Dhofar Rebellion.
