Para tal cometido, su autor entiende indispensable fijarse en los hechos y descartar las ideas preconcebidas. No se trata de estudiar la Constitución británica como un jurista en sentido estricto, sino como un científico de la política. Lo importante no era examinar las normas o instituciones que conformaban la Constitución británica vigente, como había hecho Blackstone sesenta años antes, sino aclarar en qué consistía realmente esa Constitución. Sólo así, además, podría abordarse con rigor el problema de la reforma política. Para tal tarea la historia era un instrumento imprescindible. Park, en efecto, entendía que en una nación como la Gran Bretaña, en la que no existía un texto constitucional escrito, el método más adecuado para conocer su Constitución no podía ser otro que el de indagar cómo se habían ido configurando los poderes del Estado y sus respectivos controles, y de qué manera se fueron divorciando los principios constitucionales de los hechos, esto es, la " Constitución formal " de la " Constitución material " . Una distinción que desempeña en esta obra un papel esencial. Ahora bien, ¿en qué consistía básicamente para Park la mutación constitucional que se había producido en la Gran Bretaña desde 1688 hasta 1832? Pues en el tránsito de un sistema de gobierno basado en la división y equilibrio de los tres poderes del Estado, el Rey, los Lores y los Comunes, tal como habían consagrado las leyes aprobadas a resultas de aquellas Revolución, a otro sistema de gobierno fundado en la armonía de esos poderes y en la primacía indiscutible de los Comunes.
