Après la défaite et le départ des Croisés, aux xiie et xiiie siècles, les jund (districts) arabo-musulmans sont réintroduits, mais leurs frontières sont sans cesse redéfinies. Les Mamelouks, l'Empire ottoman puis l'Empire turc dominent la Palestine jusqu'en 1917. À aucun moment sous la domination turque, la Palestine ne forme une entité administrative distincte. À la fin du xiiie siècle, la « Syrie » est divisée en neuf « royaumes », dont les royaumes de Gaza (avec Ascalon et Hébron), Karak (avec Jaffa), Safed (avec Acre, Tyr et Sidon) et Damas (avec Jérusalem). Au milieu du xive siècle, le système des districts est réinstauré, et différentes divisions régionales se succèdent (comprenant des villes comme Ramla, Ascalon, Hébron, Naplouse). Tibériade est le chef-lieu d'un autre district, celui d'« Hauran ».
