His principal correspondents were Sir John Macpherson, Warren Hastings and Sir Eyre Coote. Macartney (1737-1806) was an Irish peer, diplomat, politician and MP, and colonial administrator, who variously served as Ambassador to Russia and China and as Governor of Grenada and the Cape Colony. He is remembered for his observation at the conclusion of the Seven Years war in 1763 that Britain now controlled ' a vast Empire, on which the sun never sets.'
