This is an attempt at making such a synthesis. The paper opens with a glance at the general legal background and at the World War development in our specific field; passes to an examination of the post bellum theroies which make air operations independent of those on the ground, and direct action against civilian morale an end in itself; attempts to weigh the cost of such warfare against the results to be expected of it; and closes without attempt at prophecy, with speculations as to possible future action.
