Fameux livre, devenu - à bon droit - un phare parmi les ouvrages de fous littéraires.Tollemache Sinclair dédie son livre " aux sympathiques Dames Françaises ". Il n'a pas mis son imposant pavé (1,870 kg) dans le commerce, mais l'a " présenté aux Membres de l'Académie française, aux Rédacteurs en chef de tous les Journaux quotidiens de la France, la Belgique et la Suisse, et aux Journaux en langue française de tous les autres pays, ainsi qu'aux personnes que je crois amies de la littérature et surtout de la poésie ". La grande affaire de Tollemache Sinclair, c'est le rapprochement de la France et de la Grande-Bretagne par le partage poétique. Déjà en 1884, il avait publié chez Dentu un livre au titre assez proche de celui-ci, "Pleurs et Sourires", mais bien plus sobre et ordinaire dans le fond comme dans la forme : il s'agissait d'un recueil de poésies traduites de l'anglais, précédées d'une préface dans laquelle il déroulait son art poétique et ses thèses sur la traduction. La même mission de traduire se retrouve dans "Larmes et Sourires". D'abord l'auteur nous informe que l'on trouvera dans ce volume : " Plus de 2.000 vers de traductions de la poésie anglaise, traduits selon toutes les règles de la prosodie française. Plus de 2.000 vers français, poésies originales par Sir Tollemache Sinclair. Plus de 1.000 vers sont des poésies originales, en anglais, par Sir Tollemache Sinclair. Environ 2.000 des poésies anglaises sont des traductions en vers anglais de poésies françaises et en d'autres langues, par Sir Tollemache Sinclair ". Tollemache Sinclair manifeste un certain penchant pour les listes, dont il jalonne son ouvrage. Certaines sont en rapport avec son projet poétique ; d'autres, pas du tout.
