Tudo o que se acha exposto nas suas obras a respeito do processo, conforme as leis e estilos do tempo em que escreveu, é no conceito dos homens competentes e imparciais, tratado com suma clareza, abundância e exactidão. Afora os da jurisprudência, cultivava igualmente os estudos da filologia e belas-letras, e dava-se também a poetar nas horas vagas, posto que nesta parte pouco mais haja que louvar-lhe além dos seus bons desejos. Foi amigo particular de Francisco Manuel do Nascimento, e com ele entreteve correspondência, ainda depois da emigração de Filinto para França, segundo se deduz de documentos que tenho presentes. Reuniu uma copiosa livraria, abundante de obras de direito, e de autores clássicos portugueses, a qual foi pelo tempo adiante muito aumentada por seu filho Francisco Joaquim Pereira e Sousa. Não pude ainda verificar a sua naturalidade, que presumo ser Lisboa; e segundo a minha estimativa, deveria nascer no período decorrido entre 1740 e 1750.
