A speech that was originally delivered before the United States House of Representatives on February 3, 1848 by Samuel Finley Vinton (1792-1862), an American lawyer and politician. He served as a U.S. Representative from Ohio from 1823-1837 and 1843-1851. He began his political career as an Anti-Jacksonian Democrat but later changed his party affiliation to the Whig Party. The speech includes narration in the first and third person. In this speech, Vinton criticizes the plan (backed by many Democrats at the time) to funding the ongoing prosecution of the Mexican-American War through direct taxation. He says the House of Representatives has two parties based on domestic economic policies, the "free trade party" and the "protection party." He commends the latter for raising national revenue through duties and indirect taxes as they do not "oppress the people." He lambastes the former for its proposal to directly tax the American public, "It is all just so much oppression. It gives protection to no labor or capital, nor employment to any one except the tax collector." Vinton elaborates upon his views and has taken other factors into consideration for his opposition to direct taxes, such as his belief that the Mexican-American War was unnecessary, that the economic well-being of the states has changed (and that many are now in debt), and that the U.S. already has a significant amount of national debt.…

He served as a U.S. Representative from Ohio from 1823-1837 and 1843-1851. He began his political career as an Anti-Jacksonian Democrat but later changed to a Whig. He was a Whig at the time of this speech. In this speech, Finley addresses the recent loan bill of sixteen million dollars requested by President James K. Polk for continued prosecution of the Mexican-American War. Even though the war was formally concluded by the Treaty of Guadalupe Hidalgo on February 2, 1848, it is likely that the events of the war were still in the process of unfolding and thus the war was still treated as ongoing. Vinton criticizes Polk and the Treasury Department for originally requesting twenty-three million dollars instead of forty million dollars because the most recent loan bill asks for sixteen million to make up for a deficit of funds. Vinton states, "At that time of unprecedented commercial prosperity a loan to the amount of forty millions could have been take up without any serious injury to the business and currency of the country; while now, by reason of its own mistakes, . the Government must to into the market for these sixteen millions when trade is depressed, when money is scarce, when great commercial distress prevails, and still greater is anticipated."
