The segment of his address provided here gives a run-down of the major topics on the 24th legislative session's agenda: budget adjustments, education reform, public works and infrastructure, penal reform, labor rights, economic development, and public health. Perkins' insights into the challenges facing California reveal his progressive vision for the state and provide valuable historical context to the political climate of the 1880s.
