The authors contend that several clauses in the bill would have been impractical or counterproductive. They argued that it would have discouraged trade and industry, reduced the value of land, increased the number of bandits, and put Protestant landlords and creditors at risk. The Lords believed that these consequences would have made the situation worse and endangered the stability of the kingdom. They, therefore, felt compelled to reject the bill to prevent potential misery and divine retribution.
