This study is based on the official files of British government departments and the private papers of diplomats and politicians, which contain innumerable reports of German conditions in these years. The reports shed much new light on events in Germany, such as the demobilization of the army, the role of the workers' and soldiers' councils, the reactionary Kapp Putsch and the subsequent revolt in the Ruhr, which were closely observed by British officers. The social and political unrest of the early 1920s, the rise of Hitler, the deep crisis of 1923, the vast inflation, the Separatist movement in the Rhineland, the frequent conflicts between France and Britain concerning Germany, are documented in detail. So are the never~ending conflicts between the political parties, the policy of Gustav Stresemann, the economic crisis of the 1930s and the concomitant rise of the National Socialists. Special attention is paid to the political role of the German army, its efforts to evade the restrictions of the Treaty of Versailles and its endeavours to rearm, limited for the time being, but important nevertheless. The material adds significantly to what is known from German sources, and much of it is entirely new. Professor Carsten is able to conclude that most of what was written by British officers and officials in Germany at this time was 'remarkably free from bias, well informed and incredibly detailed'. Apart from certain lapses, they showed a sympathetic understanding of Germany's problems in the aftermath of the war, and of her efforts to restore her position in Europe.
