The author believes that the mere transfer of executive power across the Irish Sea would be a mistake. Instead, he argues, there should be a complete merging of Irish and English executive functions to form a single, national government. He contends that such a move would not only be more efficient but would also contribute to positive, social change in Ireland itself. The author's views echo similar sentiments expressed by Lord John Russell in May 1850 when he announced to Parliament that a fourth Secretary of State would be added to oversee the transfer of executive power from Dublin to London but did not offer any details beyond this.
