He has trained government agencies, fire, police, and rescue personnel worldwide in mixed gas diving. At NOAA, he helped establish the first hyperbaric chamber on Virginia Key in Miami. He has consulted with the Diving Safety Board and the NASA Neutral Buoyancy Lab at the Johnson Space Center. He is the Founder of the International Association of Nitrox Divers, the International Board of Undersea Medicine, Undersea Breathing Systems, Undersea Research Foundation, the Alliance for Marine Ecology and Conservation (Costa Rica), and the Association of Marine Ecology and Conservation (Florida). He has also organized and co-founded diving safety organizations such as the Florida Underwater Council and the Society of Diving Safety (SUDS).
