It was based on the assumption that there was a need to give a voice to two segments of the school community - parents and students - who are not usually heard. Continued progression still seems to be poorly understood and unaccepted by parents, who see it as a way of making things easier for pupils, creating in them the understanding that they don't need to study because automatic approval is guaranteed for everyone.
