"This essay appeared in the Democratic Review, for August, September, and October." "Warnings against the excessive use of flogging were written as ea…rly as 1797 by Captain Thomas Truxtun and in 1808 by Surgeon Edward Cutbush. A proposal to abolish flogging was first introduced in Congress in 1820 by Representative Samuel Foot, but it was unsuccessful" [Brief History of Punishment by Flogging in the US Navy, at web site of Naval History and Heritage Command]. Perhaps fearing retaliation, Lockwood published this essay anonymously. "Naval surgeon John Lockwood, for example, declared that the frequent use of the cat-o'-nine tails discouraged Americans with 'manly pride' from joining the navy. 'Neither patriotism nor lucre, stressed Lockwood, 'can induce men of character to risk the humiliation of stripes'." [Glenn.] Lockwood argued that flogging was so cruel that it stimulated insubordination and the risk of mutiny, including the notorious mutiny on the British ship Hermione. Moreover, it was inconsistent with a republican navy, which relied, not on slavish obedience, but on voluntary submission to orders. Sabin 22940.
