Die Protagonisten dieser Debatte waren zu dieser Zeit keine Unbekannten mehr: Thomas Robert Malthus (1766 - 1834), David Ricardo (1772 - 1823), Robert Torrens (1780-1864) und Edward West (1782 - 1828). Das Gesetz von 1815 sollte die Binnenproduktion fördern, indem es Importe solange verbot, bis die einheimischen Preise ein bestimmtes Niveau erreicht hätten - mit der Folge eines radikalen Umschwenkens von absolutem Importverbot zur völligen Einfuhrfreiheit. Nachdem Malthus seine beiden Pamphlete Anfang Februar 1815 veröffentlicht hatte, folgten innerhalb weniger Tage West, Torrens und Ricardo mit eigenen Publikationen. Ricardo verband seine Profittheorie mit der Rententheorie von Malthus, lehnte dessen Befürwortung des Protektionismus jedoch entschieden ab; Torrens und West argumentierten ähnlich wie Ricardo. Tatsächlich formulierten alle vier Autoren innerhalb von drei Wochen mehr oder weniger identische Ansätze für das Gesetz des abnehmenden Ertrags - ein in der Geschichte des ökonomischen Denkens geradezu einzigartiger Vorgang.
