Carter Glass (1858-1946) was born in Lynchburg, Virginia and was a U.S. Senator from Virginia 1920-1946. He was also the Secretary of the Treasury under Woodrow Wilson from 1918 to 1920, and helped establish the Federal Reserve. Carter Glass was a Democrat and John Rustgard was a Republican.
