This study demonstrated that PSP in WSS ispotentially beneficial for Azerbaijani secondarytowns. It was found that the most appropriate modelsare so-called concession and BOOT , but currentinvestment risks make them unfeasible for now. Theseinvestment risks need to be ameliorated and threemain reforms urgently implemented elaboration of acoherent sector strategy, building an appropriatesector structure with consideration of PSP prospects,and rigid allocation of responsibilities between thestakeholders. The ways for capacity building of bothregulators and municipalities are provided.
