Part 2 is concerned with the Spanish possessions in the Americas. Ward shows how Spain might imitate British and French commercial practice in their colonies. He suggests that the Indians be given and taught to cultivate land, or taught to run other businesses, and that they be allowed to trade more freely among themselves, with colonists and with Spain. Ward also advocates the extension of trade between Spain s American possessions and Asia, and the establishment of a regular system of transportation and communication between Spain and the colonies. The final section of Part 2 (pp.320-400), Obra pía, medio de remediar la miseria de la gente pobre de España, originally published separately in 1750, is an influential work on the question of poverty and idleness that especially promoted the idea that the State could expect substantial economic benefits by applying the idle poor to useful tasks . - W.J. Bernardo Ward, economista de origen irlandés, nacionalizado español, al servicio de Fernando VI. Fue preceptor de los hijos del Marqués de Santa Cruz de Marcenado. Su "Proyecto económico "proponía ajustar impuestos y derribar diversos obstáculos a la agricultura, la industria y el comercio, lo que dio lugar al llamado proyectismo ilustrado, heredero y renovador del arbitrismo de los Austrias". La obra quedó inédita hasta que Pedro Rodríguez Campomanes, entusiasta seguidor suyo, lo publicó en 1779, reimprimiéndose en ese mismo año y en 1782 y 1787, llegando a influir de forma notable en el gobierno ilustrado de Carlos III. Al publicarla propuso que antes de llevar a efecto esas ideas, para concretarlas se requeriría realziar una inspección de la situación en cada zona de España, así como enviar emisarios a los principales países de Europa para estudiar qué tipos de soluciones se había dado en ellos en materia de eliminación de la pobreza. Ese viaje al extranjero le fue financiado por Fernando VI, regresando en 1754. A lo largo de seis años elaboró su 'Proyecto económico', que quedó sin concluir y no se publicó hasta 1779, por encargo de Campomanes. Este nuevo proyecto era de más altas miras. Está orientado a diseñar una política económica nacional en la que uno de los principales motores serían la elaboración de los productos derivados de las materias primas de las Indias americanas propiedad de la Corona y el comercio internacional de esas manufacturas. Fernando VI, conociendo la valía de Ward, y con deseos reformistas, le dio su Real Orden para que fuese a viajar por diferentes países de Europa, con la finalidad de que cotejando los adelantamientos de otras naciones en la agricultura, artes y comercio, propusiese los medios de perfeccionar en España la industria, emprendiendo estos viajes en julio de 1750.

Bernardo Ward, of Irish extraction, settled in Spain around 1750 to study the economic and social conditions of the country and its American colonies, and the means of remedying the state of the poor. The results of his investigations were published posthumously in 1779 (twice), and again in 1787. Palgrave calls it "perhaps the best digested and most methodical book written on these topics in Spain during the [18th] century". Ward particularly criticizes the prevailing system of taxation, and his suggestions include the suppression of exclusive privileges and of the exorbitant export duties on manufactures, the exemption of national manufactures from inland taxation, the founding of a Land Bank, etc. The appendix contains "Obra pia. Medio de remediar la miseria de la gente pobre de Espana", Ward's views on poverty, published separately as early as 1750. Here, Ward promotes a more rational and efficient use of the funds now expended on alms, emphasizing that Spain might benefit from the application of the idle poor to useful tasks. - Binding shows neat repair to top of spine; modern endpapers.
