Even with a major new effort of multilateral cooperation, the bulk of industrialized and OPEC country aid efforts will continue to be thorough bilateral and regional channels. It would be useful to have a forum in which the industrialized and OPEC countries could exchange information and discuss aid policy questions, including aid levels and terms, types of projects to be supported, and distribution among recipient countries. Possible forums to be considered for this purpose are the new IMF/IBRD Development Committee, which includes recipient developing countries and the Development Assistance Committee (DAC) of the OECE.
