Unter beträchtlichen Schwierigkeiten, da die Regimentsbeschaffenheit in manchen Ständen noch wie ein Staatsgeheimniss gehütet wurde, liess sich Leu von Vertrauensleuten die notwendigen Informationen zukommen. "Zweierlei wollte er mit der Neuauflage. Zum einen wollte er Simmlers Werk in seinen historischen Teil ergänzen, indem er es bis auf die eigene Zeit fortführte und erweiterte es durch den Bericht über die Epoche vom "Ursprung" der Helvetier bis zu Kaiser Rudolf I. Zum anderen aber bemühte er sich, die staatsrechtlichen Erläuterungen in der Weise mit Anmerkungen zu versehen, dass sie auch für die Gegenwart Gülitigkeit erhielten". Cromwell studierte diese Systematik der Schweizergeschichte beim Aufbau des britischen Staates.
