The rest of the document, apparently in Holste's hand, reads: 'Henry Holste of 22 Bush Lane Merchant, maketh Oath and saith, that he has been resident in London above Fourteen years, and that from the first day of January 1812 to the first day of September 1823. he has not been out of England for a single day | Henry Holste. | Sworn at the Mansion house this Twenty fifth day of August. One thousand eight hundred and Twenty five | R Waithman | Mayor'. Presumaably this was in line with immigration legislation of the time.…

Twenty-three lines of text in a secretarial hand, signed at foot by 'Thos. Steele' and 'J. Hiley Addington', both signatures accompanied by seals under paper. To the left of the signatures: 'Sealed and Delivered being first duly Stamped in the presence of | Wm. Wood'. (Wood was a cashier in the Army Pay Office.) At foot of page: 'Entered in the Office for Auditing the Public Accounts 10th. May 1803 | Thos Gibbes' (Gibbes was a clerk to Lord Sondes at the Office of Auditor of the Imprests) and 'Entered in the Office of the Paymaster General of the Forces the 6th. June 1803. | A. H. Bradshaw'. The document begins: 'Know all Men by these Presents that We the Right Honorable Thomas Steele & John Hiley Addington Paymaster [sic] General of His Majesty's Forces as well within Great Britain as without (that part of the United Kingdom called Ireland excepted) have authorize and empowered and by these presents do authorize and empower Gavin Hamilton Esqre. For Us and in Our Names and stead to pay the Subsistence Contingent and Extraordinary Expences of His Majesty's Forces, and also the Pay of the Staff Officers now and for the time being serving in the Island of Ceylon'. In 1824 Bullock held the public offices of Island Storekeeper and Public Messenger. He was also Secretary of the Island and Notary Public. On one side of a 32 x 20 cm piece of laid paper, with Whatman watermark dated 1817. In good condition, lightly aged, with parts of the edges cut down. Seal under paper at bottom left. In a secretarial hand, with Bullock only supplying the date and his signature 'W Bullock | Not Pub'. Headed 'Jamaica Is.' Reads: 'I William Bullock Esqire Secretary and notary public of this His Majesty's said Island of Jamaica duly admitted allowed and sworn Do hereby Certify and make known to all to whom these presents shall come or may concern that the instrument in writing hereunto annexed signed and attested by me is a true Copy of an act of the Govern Council and assembly of this His Majesty's said Island passed the nineteenth day of December last Entitled "An Act to Constitute certain persons a Corporate Body for taking up conveying into and through the City of Kingston a certain Stream of Water for supplying the said City and the Shipping resorting thereto" as the same remains on record in this my Office of Secretary of the said Island I having carefully compared and Examined the same".…

For information about George Rose (1744-1818) and Lord Charles Somerset (1767-1831) see their entries in the Oxford DNB. The two men served as Joint Paymasters General of the Forces, 1804-1806. Rose, who was a close friend of Lord Nelson, was mocked by Cobbett for enriching his family at the public expense. The present document, witnessed by one of his second sons the poet William Stewart Rose (1775-1843), appoints his eldest son, the future Sir George Henry Rose, (1771-1855), as one of the two attorneys of his office. The second witness to George Rose's signature is the historian Henry Hallam (1777-1859), a family friend to whom W. S. Rose would address his published 'Letters from the North of Italy' (1819). 2pp, foolscap 8vo. In fair condition, lightly aged and worn. Folded twice. Embossed tax stamp at head of first page. The signatures of 'George Rose' and 'Charles Henry Somerset' are at bottom right, with the two men's seals in red wax beside them (Rose's intact, Somerset's with slight loss at foot). The document is witnessed at bottom left, firstly by Rose's witnesses 'Henry Hallam' (the historian) and 'W. S. Rose' (Rose's son William Stewart Rose); secondly by Somerset's witnesses 'Henry Wrottesley' and '[Mark?] Blyth'. Written in a secretarial hand, and beginning: 'Know all Men by these presents that We The Right Honorable George Rose, and The Right Honorable Lord Charles Henry Somerset, Paymaster [sic] General of His Majesty's Forces, as well within Great Britain as without (that part of the United Kingdom called Ireland excepted) [] have nominated and appointed and by these Presents do Nominate Constitute and Appoint George Henry Rose Esqure & Charles Duke Esqre Our True and lawful Attornies to and for the Execution of the said Office, []'.
