Dabei geht es zum einen um den Prozessverlauf selbst, zum anderen sollen die handelnden Akteure und ihre unterschiedlichen Positionen betrachtet werden, um daran Konfliktlinien, die während des Prozesses auftraten, darzustellen. Im Ergebnis soll der Kern, der durch die jetzige Landesregierung auf den Weg gebrachten Reform, diskutiert werden und die künftige Gemeindestruktur des Landes vorgestellt werden.Grundlage der Arbeit waren neben Dokumenten und Materialien aus dem Ministerium des Innern des Landes Brandenburg, Recherchen bei den Landtagsfraktionen, eine intensive Auswertung der Tagespresse sowie Gespräche mit Landtagsabgeordneten und Mitarbeitern des Ministeriums des Innern. Im zweiten Teil der Arbeit soll an einem Fallbeispiel untersucht werden, wie sich der Prozess einer Gemeindeneugliederung in der Praxis vollzieht. Interessante Themen waren neben dem Verlauf des Prozesses dabei auch Widerstände sowie Vor- und Nachteile der Neugliederung und nicht zuletzt die handelnden Akteure selbst. Bei dem von mir untersuchtem Fallbeispiel handelte es sich um ein Amt im Landkreis Barnim, aus dem im Jahre 1997 eine neue Großgemeinde hervorging. Having constituted the dominant republic of the S.U. and being regarded as its successor state, the Russian Federation had suddenly lost its status as a superpower and its role as a competitor, ideological and political, of the United States of America (USA/U.S.).However, and 15 years afer the end of the S.U., this essay will argue, the USA is not in a position to influence Russiäs domestic behaviour in a way that is coherent with its liberal foreign policy doctrine. Strategic interests and internal as well as external constraints are the reasons why the U.S. has abandoned many of its foreign policy objectives in regard to Russia. In order to develop this argument, the first part of the paper will shortly outline U.S.-Russia relations since the end of the cold war. The developments that lead to the enlargement in 2004 were accompanied by concerns in the fifteen old member states (EU-15) regarding the potential inflow of workers from the EU-8.The Free Movement of Workers is a fundamental pillar of the EU¿s internal market and is legally defined in Article 39 I of the Treaty of the European Community.ii According to this principle, every citizen of the EU is entitled to take up employment and to answer to job-offers EU wide. Some countries of the EU-15 feared that their labour markets were going to be flooded by Eastern European workers. Polish plumbers and Czech pavers, taking over the jobs of the EU-15 citizens, became symbols of the fear that was spreading in some EU-15 countries.This essay will focus on two aspects: Firstly, it will examine whether the estimated migration scenarios prior to enlargement have been able to picture the current migration flows correctly. In a second step, the short- and medium-term impacts of EU-10 migration on the economies of the UK and Germany will be assessed. Whereas the former decided to allow migrant workers access to its labour market from the very beginning, the latter had chosen to restrict the free movement of workers and is currently considering extending these restrictions until 2009. It will be argued that the fears concerning negative economic effects in the UK were irrational ¿ at least concerning the short-term impact. After a short introduction the main part of the paper gives an overview of the conventional way of teaching statistics and econometrics and indicates the problems involved. This is followed by a section on new initiatives in the education of econometrics and statistics. This serves the purpose to show the contrasts between a normal language development and an impaired development. After this short outline the general concept of language impairment will be described, before dealing with the concept of Specific Language Impairment (SLI). This concept will be described in more detail before showing the different specifications in which the SLI can occur. These specifications will be illustrated through examples that sow the contrasts and similarities between children with and without problems in the language acquisition. The work is largely based on the personal experiences Forster made during his two visits to India, which are the source of the striking authenticity of the text. Forster experienced the possibility of another view of life, that was opened up to him through his Indian friendships. On the other hand, he got to know the difficulties that spring up from so profoundly different approaches to life as the ones of the West and the East. Due to his own attitude of liberal-humanism and his belief in the freedom of action and the individuality of each human being as the basis for any political action, he was upset by the racial oppression, the cultural misunderstandings and the hypocrisies he found in Anglo-India. Forster¿s novel is clearly concerned with the doubtfulness of the concept of superiority. It puts forth the question to what extent a culture can claim to be a civilized nation and in virtue of what it can be justified to impose one¿s own way of life upon another culture. The author provides us with a vivid picture of Indian concepts and Indian sets of values without judging them or separating right from wrong. His suggestion seems to be to accept the co-existence of such alternatives. More complex is the problem of intercultural relationships. How can barriers be torn down and bridges be built To this question, Forster does not give a definite answer. He suggests a flourishing interchange between the races until the necessary cultural sensibility is achieved. At several points in the novel, the author hints at the general possibility of a peaceful relation between the two races: All the Indians who had been in England had had only positive experiences. But within a colonial context this seems impossible.
