Immer wieder drangen Berichte ehemaliger politischer Häftlinge, die in die Bundesrepublik geflohen waren, über die Menschenrechtsverletzungen in den Untersuchungshaftanstalten an die internationale Öffentlichkeit. Das durch diese nach außen gedrungenen Informationen im Ausland geschaffene Bild von der DDR widersprach jedoch dem von der SED propagierten sozialistischen Menschenbild. Aus diesem Grund wurden offensichtlichen Menschenrechtsverletzungen, die noch in den 50er Jahren durch die Anwendung physischer Gewalt an den Häftlingen verübt wurden, in den 60er Jahren mehr und mehr durch psychische Folter ersetzt. Zudem hatte es in diesen Jahren innerhalb der Staatssicherheit Diskussionen über die Effektivität beider Methoden zum Zwecke der Geständnisgewinnung gegeben. Ziel der Verhöre in den Untersuchungshaftanstalten war nicht mehr ausschließlich die Verurteilung des Beschuldigten, sondern die Gewinnung von Informationen zum gesamten gesellschaftlichen Umfeld des Häftlings. In den 60er Jahren stieß die Erkenntnis, dass die unterschiedlichen Methoden der psychischen Folter besser dazu geeignet waren, die Aussagebereitschaft des Beschuldigten zu steigern und zu steuern, in den 60er Jahren auf allgemeinen Zuspruch innerhalb der MfS. Fortan wurden psychologische Strategien zum festen Bestandteil der geheimdienstlichen Lehre. In dieser Arbeit soll auf die psychologischen Zersetzungsmethoden, die in den Untersuchungshaftanstalten des MfS angewandt wurden, genauer eingegangen werden. Dabei werden sowohl die Einlieferung in die Haftanstalt, als auch die Haftbedingungen und die Verhöre genauer beleuchtet, da die psychologischen Strategien des MfS alle drei Bereichen zu erkennbar sind. Second, within the academic field of civil war onset, which this paper focuses on specifically, the theoretical approach is primarily positivist. Most literature on the subject of civil war, focuses around the so called ¿greed-grievance debate, and though the latter does usually focus on identity, it remains essentially positivist. Einer Lösung der Krise durch zum Beispiel Erhöhung der Betreuungsstunden oder auch durch die Suche nach Alternativen wurde keine Chance gegeben.Dies ist nur ein Erfahrungsbeispiel aus der Praxis und Grund dafür, sich in der vorliegenden Hausarbeit mit der Situation von Kindern psychisch kranker Eltern zu beschäftigen. Dies geschieht um nachzuvollziehen, dass es sich beim ¿Dritten Weg¿ um einen durchdachten Politikansatz handelt und nicht um lose Fragmente politischer Ideen. Nachfolgend bestimme ich die Einflussfaktoren, die die Labour Party dazu motiviert haben, die Modernisierung ihres Politikkonzeptes voranzubringen. A social system is a process of social interactions between acting entities. According to Luhmann, risk only arises when there is communication about it. Furthermore, Luhmann sees the distinction between risk and safety as misleading and illusory. He proposes the concept of risk and danger. Douglas and Wildavsky represent neither an objective nor constructive notion of risk. They see risk as a collective construct that is shaped by the social context of the respective actors. The perception of risk is a social process. With the help of the grid-group model, a society can be divided into four cultural forms with specific risk-related characteristics. The cultural forms are individualism, hierarchy, fatalism and egalitarianism. The understanding of risk in information systems is analyzed based on software project management and IT security. The challenge in software development is to find the best position between costs and performances in order to satisfy both internal and external stakeholders. This is attempted with four approaches to risk management: risk checklists, an analysis framework, process models and risk response strategies. In this connection, it¿s worth noting that risks are perceived differently. Different risk assessments arise in various countries and different management levels.
