Collected in this volume are trenchant and hard-hitting essays on Chinese politics by Liu, a leading intellectual critic of the Chinese Communist regime now in exile in America. The first five essays, originally delivered as lectures at Harvard in 1988-89, provide fascinating evidence of the crisis of public confidence in the regime that preceded the democracy movement in the spring of 1989. Liu indicts the Communist Party (which expelled him in 1987) for having long since degenerated into a bloated and self-serving bureaucracy which has twisted the reforms of the post-Mao era to benefit itself and whose members' privileged existence drains the nation's wealth. The last two essays, written after the June 4 massacre, take hope from the emergence in China of an active citizenry, no longer willing to accept its fate passively or to believe in the lies of its leaders. The government won only a Pyrrhic victory over its enemies, who are certain to rebound.

It is a sophisticated reorientation of microtheory that breaks away from the conventional, highly refined neoclassical theory, which in turn is in the direct line of descent from Adam Smith's The Wealth of Nations (1776). The author accomplishes this feat by introducing modern psychological concepts to microtheory, by using individuals instead of collections of individuals as his basic units of study, and by suggesting that relating the theory to the concept of effort (an X-efficiency factor) will provide the most significant results. His innovative central variable, effort, is an X factor, he reminds us, because of its relatively unknown character in affecting output. Basically this leads to a new mode of thinking about economic problems in which the optimizing assumption of standard theory becomes a special extreme case. The X-efficiency factorsmotivation, effort, and so onallow for a restatement of microtheory. and for new applications and new conclusions: (1) businesses do not minimize costs or maximize profits; (2) actual productivity is very far from optimal even under conditions that approximate competition; (3) current modes of regulating monopolistic industries are apt to be inefficient at the expense of the consumer. Lebensteins new theory also has practical applications for the problems faced by management of businesses in the private or public sector, and in the fiscal affairs of the nation. When the theory is applied to inflation one salient and timely example it leads to results implying that inflation may be a cause of unemployment rather than an influence that reduces unemployment. Renowned as a great scholar, teacher, and legal historian, Frederic William Maitland (1850-1906) advanced the cause of legal history, opposing the idea that legal history was law and not history, yet believing in the advantage of legal training. He was Downing Professor of Law at Cambridge, helped to found the Selden Society, and himself edited Henry de Bracton's Notebook and four Year Books of Edward II. With Sir Frederick Pollock he wrote the brilliant work that is still a standard, The History of English Law before the Time of Edward I. He edited Memoranda de Parliamento, and wrote Domesday Book and Beyond, Township and Borough, and Roman Canon Law as well as many papers on legal history and law. His lectures on Equity, on The Forms of Action at Common Law, and on Constitutional History of England were published after his death. C. H. S. Fifoot has written this biography of Maitland with care and devotion in a style that is lucid and eloquent. He traces the origin and development of Maitland's works, using them to reveal the man himself and his qualities of mind and spirit. Mr. Fifoot places his subject in the context not only of his age, but also of his family and friends. He has drawn on Maitland's letters as well as unpublished letters of his friends, private papers, manuscripts, and recollections, much of which would otherwise have perished.
