The architects who entered the competition were: Andrei Bokov Moscow Reserach and Design Institute, Mario Botta, Yury Zemstov and Mikhail Kondian St. Petersburg, Russia, Sergei Kisselev Moscow, Eric Owen Moss, Dominique Perrault, Mark Reihnberg and Andrei Sharov Architectural Studio St. Petersburg, Arata Isozaki, Alexander Skokan Moscow, Hans Hollein, and Erick van Egeraat Associated Architects Rotterdam.
