Pacific Island chiefdoms colonized by the United States and England respectively, the islands' indigenous populations were forced to share resources…with a small colonizing elite and growing numbers of workers imported from South Asia. Both societies had long traditions of chiefly power exercised through reciprocity and descent; both were integrated into the plantation complex in the nineteenth century. Colonial authorities, however, constructed vastly different legal relationships with the indigenous peoples in each setting, and policy toward imported workers also differed in arrangements around land tenure and political participation. The legacies of these colonial arrangements are at the roots of the current crisis in both places. Focusing on the intimate relationship between law, culture, and the production of social knowledge, these essays re-center law in social theory.The authors analyze the transition from chiefdom to capitalism, colonizers' racial and governmental ideologies, land and labor policies, and contemporary efforts to recuperate indigenous culture and assert or maintain indigenous sovereignty. Speaking to Fijian and Hawaiian circumstances, this volume illuminates the role of legal and archival practice in constructing ethnic and political identities and producing colonial and anthropological knowledge.

The paradoxical treatment of Indigenous identity is the subject of this book. Window Rock, Arizona was the newly founded administrative capital for the vast Navajo reservation, and all 298 of its residents were Indian Bureau employees or their families. They were technocrats, skilled in agriculture, range management, forestry, mining, education, public health, and law enforcement, among other things. Despite their varied backgrounds and skills, however, they shared a common determination to "do right by the Indians" after decades of government neglect and mismanagement. That concept, however, originated not in Window Rock but in Washington, the administrative headquarters of the Bureau of Indian Affairs.In the years following World War II, Adams lived and worked among Navajos and Hopis in a number of different capacities. As an archaeological explorer, an ethnologist, an interviewer for the Arizona Bureau of Ethnic Research, a livestock drive foreman, and - perhaps most importantly - a trader, he became aware of the myth of the Indian: a belief in "the Indian" as a kind of unitary, symbolic figure, who stood as the surrogate for hundreds of tribes, cultures, and languages spread across the American continent.In Indian Policies in the Americas, Adams addresses the idea that "the Indian," as conceived by colonial powers and later by different postcolonial interest groups, was as much ideology as empirical reality. Some scholars see a decline of c…ommunity and predict dire social consequences; others criticize the concept itself for its ideological baggage and lack of clear definition. Moving the debate to a deeper level, the contributors to this volume aspire to understand the various ways "community" is deployed and the work it performs in different contexts. They compare the many cases where scholars and activists use "community" generically with instances in which the notion of community is less pervasive or even nonexistent. How does a community facilitate governance or capital accumulation? In what ways does it articulate these two forces in local and translocal contexts? What are the unintended consequences of deploying the concept--and what, too, are the potential consequences of criticizing our fascination with it? The essays demonstrate the critical value of using community as the focus of analysis, rather than simply an empty category of heuristic or descriptive convenience.
