Irrespective of many differences in culture, history, language and, to some extent, the economic policies followed in different countries, the income distribution is seen to fol low a particular universal pattern. So does the wealth distribution. Barring an initial rise in population with income (or wealth; for the destitutes), the population decreases either exponentially or in a log-normal way for the ma jority of 'middle income' group, and it eventually decreases following a power law (Pareto law, following Vilfredo Pareto's observation in 1896) for the rich est 5-10 % of the population! This seems to be an universal feature - valid for most of the countries and civilizations; may be in ancient Egypt as well! Econophysicists tried to view this as a natural law for a statistical ma- body-dynamical market system, analogous to gases, liquids or solids: classical or quantum.

The venue was u- ally Timi soara (and, occasionally, Herculane, Bucharest or Predeal). Since 1986 the conference has been regularly held biannually at the beginning of the summer. The 19th Conference on Operator Theory (OT 19) took place between June 27th and July 2nd 2002, at the West University of Timi soara. It is a pleasure to acknowledge the considerable nancial support received through the p- gramme EURROMMAT of the European Community, under contract ICA1-CT- 2000-70022. Partial support has also been provided by the Romanian Ministry of Education, Research and Youth, grants CERES 152/2001 and 153/2001. The full programme of the conference is included in the sequel. Functional errors manifest themselves very early in the design flow, and unless they are detected up front, they can result in severe consequence- both financially and from a safety viewpoint. Indeed, several recent instances of high-profile functional errors (e. g. , the Pentium FDIV bug) have resulted in - creased attention paid to verifying the functional correctness of designs. Recent efforts have proposed augmenting the traditional RTL simulation-based validation methodology with formal techniques in an attempt to uncover hard-to-find c- ner cases, with the goal of trying to reach RTL functional verification closure. However, what is often not highlighted is the fact that in spite of the tremendous time and effort put into such efforts at the RTL and lower levels of abstraction, the complexity of contemporary embedded systems makes it difficult to guarantee functional correctness at the system level under all possible operational scenarios. The problem is exacerbated in current System-on-Chip (SOC) design meth- ologies that employ Intellectual Property (IP) blocks composed of processor cores, coprocessors, and memory subsystems. Functional verification becomes one of the major bottlenecks in the design of such systems.

Feedback on the 'state of the health' of constructed systems is practically nonexistent. In the quest for lighter, stronger and corrosion-resistant structures, the replacement of ferrous materials by high-strength fibrous ones is being actively pursued in several countries around the world, both with respect to the design of new structures as well as for the rehabilitation and strengthening of existing ones. In North America, active research in the design of new highway bridges is focused on a number of specialty areas, including the replacement of steel reinforcing bars in concrete deck slabs by randomly distributed low-modulus fibers, and the replacement of steel prestressing cables for concrete components by tendons comprising super-strong fibers. Research is also being conducted on using FRPs to repair and strengthen existing structures.

In particular, molecular diagnostic methods have rapidly evolved in the past twenty years, since the advent of the Polymerase Chain Reaction (PCR). They are used in a wide range of agricultural areas such as, improving soil and water management; producing better crop varieties; diagnosing plant and animal diseases; controlling insect pests and improving food quality and safety. The uses of nucleic acid-directed methods have increased significantly in the past five years and have made important contributions to disease control country programmes for improving national and international trade. These developments include the more routine use of PCR as a diagnostic tool in veterinary diagnostic laboratories. However, there are many problems associated with the transfer and particularly, the application of this technology. These include lack of consideration of: the establishment of quality-assured procedures, the required set-up of the laboratory and the proper training of staff. This can lead to a situation where results are not assured. This book gives a comprehensive account of the practical aspects of PCR and strong consideration is given to ensure its optimal use in a laboratory environment.
