I hold that the human mind is a system of computational or recursive rules that are embodied in the nervous system; that the material presence of these rules accounts for perception, conception, speech, belief, desire, intentional acts, and other forms of intelligence. In this edition I have retained the whole of the fIrst edition except for discussion of issues which no longer are relevant in philosophy of mind and cognitive psychology. Earlier reference to disputes of the 1960's and 70's between hard-line empiricists and neorationalists over the psychological status of grammars and language acquisition, for instance, has simply been dropped. In place of such material I have entered some timely or new topics and a few changes. There are brief references to the question of computer versus distributed processing (connectionist) theories. Many of these questions dissolve if one distinguishes as I now do in Chapter II between free and embodied algorithms. I have also added to my comments on artifIcal in telligence some reflections. on Searle's Chinese Translator. The irreducibility of machine functionalist psychology in my version or any other has been exaggerated. Input, output, and state entities are token identical to physical or biological things of some sort, while a machine system as a collection of recursive rules is type identical to representatives of equivalence classes. Discussions about the moral status of the fetus, abortion, contraception, and sterilization can be found in the writings of the Fathers and Doctors of the Church. Teachings on various aspects of medical morals were scattered throughout the penitential books of the early medieval church and later in more formal treatises when moral theology became recog nized as a distinct discipline. Still later, medical morality was incorpor ated into the many pastoral works on medicine. Finally, in the contemporary period, works that strictly focus on medical ethics are produced by Catholic moral theologians who have special interests in matters medical. Underlying the Catholic moral tradition was the use of the casuistic method, which since the 17th and 18th centuries was employed by Catholic moralists to study and resolve concrete clinical ethical dilem mas. At that time, this was a real puzzle. The skin depth of microwaves for sea water is only of the order of centimeters while the sea bottom is about 20 meters below the surface. Electromagnetic radiation therefore cannot probe the bottom directly. Similar phenomena were found in radar imagery from SEASAT and SIR-AlB synthetic aperture radars (SAR's) of Nantucket Shoals, the English Channel and many other coastal areas. Since then theory and ocean field experiments (Le., Phelps Bank, Georgia Straits, SARSEX, TOWARD, FASINEX, etc.) have advanced our understanding considerably. We now know that these surface signatures are the results of surface currents, perturbed by the bottom topography, which refract the propagation and modulate the energy of (short) surface waves so as to cause microwave backscatter power variations. Hence, any large scale ocean features containing nonuniform surface currents (i.e. internal waves, eddies, fronts, etc.) will cause similar manifestations in the radar imagery by means of current-wave-microwave interactions. These precepts include the affirmation that low wages are more beneficial that high wages to the process of growth and development; convergence in terms of output per person is just a matter of time; minimum wage laws and trade unions negatively impact on the economy as a whole; pay inequality due to labor market discrimination cannot persist over time; larger firms are typically more efficient than smaller firms; and culture is of little consequence to the course of economic development. Such predictions, the author argues, are a product of unrealistic behavioral assumptions about the economic agent. In this book, the author offers a more inclusive theoretical framework and a more reasonable modeling of the economic agent. This new approach is built upon conventional neoclassical theory while incorporating the most recent research in behavioral economics. The case is made that individuals have some choice over the quantity and quality of effort which they can supply in the process of production. Even under the constraints of severe product market competition and the assumption of 'utility maximizing' individuals, effort need not be maximized, especially in firms characterized by antagonistic management-labor relations. This is especially true when relatively inefficient firms can remain competitive by keeping wages relatively low - low wages serve to protect such firms from more efficient firms. Alternatively, relatively high wage firms can remain competitive only if they become more productive. Under these assumptions, higher wages and factors contributing to higher wages can advance the performance of an economy while lower wages can have the opposite effect and cultural and institutional variables, by themselves, can affect the long run productivity and even the long run competitiveness of firms and economies. In summary, this book calls for a revised approach to the study of economics from a behavioral and socio-economic perspective, with significant consequences for public policy. 444 pp. Englisch.

If the goal were completeness, then this book would have included essays on the work of other philosophers such as Wilfrid Sellars, Nicholas Rescher, Donald Davidson, Gilbert Harman and Michael Williams. Although it would be incorrect to say that each of these writers has set forth a version of the coherence theory of justification and knowledge, it is clear that their work is directly relevant, and reaction to it could easily fill a companion volume. This book concentrates, however, on the theories of Keith Lehrer and Laurence BonJour, and I doubt that any epistemologist would deny that they are presently the two leading proponents of coherentism. A sure indication of this was the ease with which the papers in this volume were solicited and delivered. The many authors represented here were willing, prepared, and excited to join in the discussion of BonJour's and Lehrer's recent writings. I thank each one personally for agreeing so freely to contribute. All of the essays but two are published for the first time here. Husserl defended the dissertation that would qualify him as a university lecturer at Halle. Entitled 'On the Concept of Number,' it was written under Carl Stumpf who, like Husserl, had been a student of Franz Brentano. In this, his first published philosophical work, Husserl sought to secure the foundations of mathematics by deriving its most fundamental concepts from psychical acts.! In the same year, Heinrich Hertz published an article entitled, 'Con cerning an Influence of Ultraviolet Light on the Electrical Discharge.' The article detailed his discovery of a new 'relation between two entirely different forces,' those of light and electricity. Hermann von Helmholtz, whose theory guided Hertz's initial research, called it the 'most important physical discovery of the century,' and Hertz became an immediate sensation. He lectured on his discovery in 1889 before a general session of the German Association meeting in Heidelberg. In this lecture that, as he wrote beforehand to Emil Cohn, he was deter mined should not be 'entirely unintelligible to the laity,' Hertz explained that light ether and electro-magnetic forces were interdependent. He went on to tell his audience that they need not expect their senses to grant them access to these phenomena. In July 1987, we organized a second conference 'Philosophy of Economics II' at Tilburg Uni versity, The Netherlands, mainly aiming at the establishment of first contacts between the middle-European group and researchers from the U.S. The present volume contains the papers presented at this conference. Philosophical thought on economics in recent years split up in many different streams, two of which are represented in the larger part of this volume. The first of these streams was formed by a group of researchers mainly from middle-Europe, who make empirical studies of the logical structures of the different theories as they find them presented in economic literature. Two methods prevail here. First, the structuralist method, as exemplified in the writings of Sneed, Stegmiiller and others, of describing the object of a theory as a set of ('partial potential') models. The two editors, located in the United States and Singapore, coordinated a team of authors in ten countries. Linked by common concerns, the lengthy process of preparing such a complex volume proved to be a pleasantly cooperative task - proof that there is a kind of invisible college of colleagues working on similar topics in different countries. This book is also an indication that scholars from the Third World and the industrialized nations can work together in a spirit of equality and understanding. This project has an interesting origin. It was first discussed at a conference on ASEAN - American higher education held in Malaysia in 1985, sponsored by the Regional Institute for Higher Education and Development, then headed by V. Selvaratnam and funded by the Asia Foundation and the Lee Foundation. At the time, geographical coverage was to be limited to the ASEAN nations. We also sought external funding, without success, to assist us in developing the project. Due to lack of funding, the project languished for a year. When one of our original participants, Andrew Gonzales of the Philippines, produced an essay, we decided to proceed without funding. We also decided to add several additional key Asian nations that we felt would provide additional analytic scope to the book. So powerful was their identification with c1assification that ancient ideas were taken as keys to the design of the modem world, but usually the ideas were taken separately and as divided from their systematic context. The power of number was an idea the En lightenment thinkers deployed with their legendary passion and vigor, particularly as an instrument for social reconstruction. It is no exaggemtion to say that the role of quantities in contemporary social scientific theorizing cannot be understood with any depth absent a recollection of the philosophes' axial development of the notion of quantification. It is a commonplace that for the philosophes progress required releasing human abilities to have power over nature. Aprerequisite for this power was knowledge of the underlying causes of natural events, knowledge that required quantitative precision. Of particular interest is their catalytic effect on the oxidation prosesses taking place in water droplets or on the surface of wet particles (e. g. the oxidation of sulphur dioxide to sulphate), however, the main environmental impact starts when the atmospheric trace metals are deposited on ground and vegetation and subsequently brought into the water circulation. During the later years significant progress has been made in the development of equipment to reduce and control the atmospheric emissions of toxic trace metals. This particularly applies to electrostatic precipitators and wet scrubbers for the collection of fine particles. The main objective of the workshop was to survey present knowledge concerning the sources, atmospheric fluxes, sinks and chemical impact of the atmospheric trace metals, and to review the developments of emission control equipment and the perspectives to reduce the potential risks from toxic metals. Yet it took a few more decades to show that ethylene is a naturally occurring product of plants having all the characteristics of a phytohormone. A first meeting was organized in Israel in 1984 to bring together many people active in this rapidly expanding field of experimental research. I hold that the human mind is a system of computational or recursive rules that are embodied in the nervous system; that the material presence of these rules accounts for perception, conception, speech, belief, desire, intentional acts, and other forms of intelligence. In this edition I have retained the whole of the fIrst edition except for discussion of issues which no longer are relevant in philosophy of mind and cognitive psychology. Earlier reference to disputes of the 1960's and 70's between hard-line empiricists and neorationalists over the psychological status of grammars and language acquisition, for instance, has simply been dropped. In place of such material I have entered some timely or new topics and a few changes. There are brief references to the question of computer versus distributed processing (connectionist) theories. Many of these questions dissolve if one distinguishes as I now do in Chapter II between free and embodied algorithms. I have also added to my comments on artifIcal in telligence some reflections. on Searle's Chinese Translator. The irreducibility of machine functionalist psychology in my version or any other has been exaggerated. Input, output, and state entities are token identical to physical or biological things of some sort, while a machine system as a collection of recursive rules is type identical to representatives of equivalence classes.
