Mathematical prerequisites have been kept to a minimum; the standard course in analysis and general topology is adequate preparation. An appendix briefly summarizes some of the back ground material. In order to emphasize the geometrical and intuitive aspects of differen tial topology, I have avoided the use of algebraic topology, except in a few isolated places that can easily be skipped. For the same reason I make no use of differential forms or tensors. In my view, advanced algebraic techniques like homology theory are better understood after one has seen several examples of how the raw material of geometry and analysis is distilled down to numerical invariants, such as those developed in this book: the degree of a map, the Euler number of a vector bundle, the genus of a surface, the cobordism class of a manifold, and so forth. With these as motivating examples, the use of homology and homotopy theory in topology should seem quite natural. There are hundreds of exercises, ranging in difficulty from the routine to the unsolved. The 'uncon ventionality' is present in the adoption of social psychological tools for the economic planning of water system design in an arid environment. The theoretics of Chapter I provides the framework for the empirical analysis of the ensuing chapters. The language of that chapter is designed to be under standable to students in introductory regional science, economics or geography courses, as well as professionals in allied fields. The fresh approach of the empirical analysis should lift the field of urban water resources analysis into using a greater expanse of tools and methods for policy planning. In any case, it is signifying that straightforward engineer ing analysis in most cases may be made more effective by socio-economic studies as that carried out in Israel. Indeed the guidelines and specifications presented in this work are presently being used by Israeli planners. A number of individuals and institutions contributed greatly to this effort. In pursuing this goal, we eschew all discussions of complex programming models, for example, and concentrate on, above all, interpretation of the transactions table itself, on such common tools as multipliers, impact analysis, projections models, and self-sufficiency analysis, and on a few innovations such as income-per-employee indices, development simulators, and market analysis routines. It is interesting particularly because costs of children are often obscured, hence underestimated ('cheaper by the dozen'); more enlightened considerations may have an impact on family planning and population policy at a micro and macro level of living, respectively. From a methodological point of view, the topic is intriguing since consumption by individual members of a family cannot be measured directly, but can only be inferred to in an indirect way. Consequently, attempts at solving the children's cost problem were as frequent and diversified as they have been unsatisfactory or unsuccessful. One (older) approach to establishing costs of consumption by children compared with (male) adults was based on physiological considerations, viz. with respect to calorie requirements, and of a normative rather than an empirical nature: an international (League of Nations) consumer equivalence scale as well as our national (Amsterdam) scale were the results of these efforts. Unfortunately, this physiological myopia grossly underrates (young) children's consumption: the calories they use up may be small in number, but they are high in price. Moreover, not only their bodies, but also their gradually developing minds need (reading and other) matter, involving costs. Neuware -Seen from a methodological point of view, the practice of economic science includes critical and theoretical thinking. The specific nature of these fields of study, their limitations and mutual adjustment have been covered by us l elsewhere. It became apparent that critical thinking aims at reaching a logical data description, simplifying social economic reality. Based on these data, it is the task of theory to discover logical laws in economic activity, if this is realized in a rational manner - and this is naturally a theoretical analytical condition. Economic science according to this structure can be seen in the diagram below. A more extensive summary is provided in the synopsis of 'valuation of economic science', at the end of this study. 1. appraisal of economic reality; 2. a logical consistent description of data as a basis to theory; 3. formulation of tendencies in economic process.
