The result of this analysis is published just before the elections take place. In this way, the voter will be protected against political parties that try to win the elections by making popular but unfounded financial promises.Economic Assessment of Election Programmes contains contributions of several distinguished economists and philosophers who consider the gains of this procedure to society. Does the analysis by the Netherlands' Bureau for Economic Policy Analysis (CPB) raise the democratic quality of the elections Can we really be confident in the tools of economics The last section of this volume states the opinion of representatives of the political parties. This part also clarifies why political parties voluntarily participate in this process and how they perceive the role division between the political party and CPB.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 172 pp. Englisch.

Neuware -Do constitutions matter Are constitutions simply symbols of the political times at which they were adopted, or do they systematically affect the course of public policy Are the policy crises of failing democracies the result of bad luck or of fundamental problems associated with the major and minor constitutional reforms adopted during their recent histories The purpose of the present study is to address these questions using a blend of theory, history, and statistical analysis. The Swedish experience provides a nearly perfect laboratory in which to study the effects of constitutional reform. During the past 200 years, Swedish governance has shifted from a king-dominated system with an unelected four-chamber parliament to a bicameral legislature elected with wealth-weighted voting in 1866, and then to a new electoral system based on proportional representation and universal suffrage in 1920, and finally to a unicameral parliamentary system in 1970. All these radical reorganizations of Swedish governance were accomplished peacefully using formal amendment procedures established by previous constitutions.By focusing on constitutional issues rather than Sweden's political history, this book extends our understanding of constitutional reform and parliamentary democracy in general.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 256 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Despite five decades of research, parallel computing remains an exotic, frontier technology on the fringes of mainstream computing. Its much-heralded triumph over sequential computing has yet to materialize. This is in spite of the fact that the processing needs of many signal processing applications continue to eclipse the capabilities of sequential computing. The culprit is largely the software development environment. Fundamental shortcomings in the development environment of many parallel computer architectures thwart the adoption of parallel computing. Foremost, parallel computing has no unifying model to accurately predict the execution time of algorithms on parallel architectures. Cost and scarce programming resources prohibit deploying multiple algorithms and partitioning strategies in an attempt to find the fastest solution. As a consequence, algorithm design is largely an intuitive art form dominated by practitioners who specialize in a particular computer architecture. This, coupled with the fact that parallel computer architectures rarely last more than a couple of years, makes for a complex and challenging design environment. To navigate this environment, algorithm designers need a road map, a detailed procedure they can use to efficiently develop high performance, portable parallel algorithms. The focus of this book is to draw such a road map. The Parallel Algorithm Synthesis Procedure can be used to design reusable building blocks of adaptable, scalable software modules from which high performance signal processing applications can be constructed. The hallmark of the procedure is a semi-systematic process for introducing parameters to control the partitioning and scheduling of computation and communication. This facilitates the tailoring of software modules to exploit different configurations of multiple processors, multiple floating-point units, and hierarchical memories. To showcase the efficacy of this procedure, the book presents threecase studies requiring various degrees of optimization for parallel execution.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 128 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -During the past twenty years, multitudes of exciting discoveries in the field of anaerobic bacteria have been made. Biochemistry and Physiology of Anaerobic Bacteria explores the full range of these microorganisms. Many anaerobes have been found to have the uniquely fascinating quality of being able to survive, indeed even thrive, in extreme environments. Anaerobic bacteria often do not require oxygen, can survive extremes in temperature, and can withstand the presence of toxins and heavy metals. In addition, these organisms have very different metabolic processes than 'conventional' microorganisms. The wide diversity of metabolism in anaerobes is only part of the story. They have distinct energies, cytochromes, electron transport proteins, hydrogenases and dehydrogenases. Their molecular biology, physiology, and ability to use many types of electron receptors (CO2, sulfur, nitrogen and metal oxides) are also extraordinary. With practical applications ranging from wastewater treatment to food storage issues, clinical diagnosis and treatment of a wide range of medical conditions to decontamination of heavy metal exposures Biochemistry and Physiology of Anaerobic Bacteria will prove indispensable to researchers and students alike.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 292 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Halogenated organic compounds constitute one of the largest groups of environmental chemicals. The industrial production of new halogenated organic compounds has increased throughout the last century peaking in the 1960s, and continuing in widespread use today. Organohalides are integral to a variety of industrial applications, including use as solvents, degreasing agents, biocides, pharmaceuticals, plasticizers, hydraulic and heat transfer fluids, and intermediates for chemical synthesis, to name a few. It is important to recognize the beneficial aspects of halogenated organic compounds, as well as their potentially deleterious impact on the environment and health. Recognition ofthe adverse environmental effects ofmanytypes oforganohalide compounds has led to efforts to reduce or eliminate the most problematic ones. Although organohalide compounds are typically considered to be anthropogenic industrial compounds, they have their counterpart in several thousands of natural biogenic and geogenic organohalides, representing most classes of organic chemicals. Natural sources account for a significant portion of the global organohalogen budget. This volume authored by recognized experts in the field provides a current perspective on how both natural and synthetic organohalides are formed and degraded, and how these processes are incorporated into a global halogen cycle. The focus is on microbial processes, since these play a major role both in the production and degradation, i. e. , cycling of halogenated organic compounds inthe environment. This book is organized into five parts. Part I, Introduction, provides a global perspective on the issues of organohalides and their fate in the environment.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 518 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Engineering tasks are supposed to achieve defined goals under certain project constraints. Example goals of software engineering tasks include achieving a certain functionality together with some level of reliability or performance. Example constraints of software engineering tasks include budget and time limitations or experience limitations of the developers at hand. Planning of an engineering project requires the selection of techniques, methods and tools suited to achieve stated goals under given project constraints. This assumes sufficient knowledge regarding the process-product relationships (or effects) of candidate techniques, methods and tools. Planning of software projects suffers greatly from lack of knowledge regarding the process-product relationships of candidate techniques, methods and tools. Especially in the area of testing a project planner is confronted with an abundance of testing techniques, but very little knowledge regarding their effects under varying project conditions. This book offers a novel approach to addressing this problem: First, based on a comprehensive initial characterization scheme (see chapter 7) an overview of existing testing techniques and their effects under varying conditions is provided to guide the selection of testing approaches. Second, the optimisation of this knowledge base is suggested based on experience from experts, real projects and scientific experiments (chapters 8, 9, and 10). This book is of equal interest to practitioners, researchers and students. Practitioners interested in identifying ways to organize their company-specific knowledge about testing could start with the schema provided in this book, and optimise it further by applying similar strategies as offered in chapters 8 and 9.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 308 pp. Englisch.

Here, we will present the results of similar research in England. The rationale for these studies was to fill the gap in our knowledge on this important type of computer use in schools, and, by that, to gain insight into the factors that prove to promote successful SIS implementation. In England SIMS (School Information Management System) has the largest market share of computerised school administration systems. SIMS is a modular but integrated system in that once entered, data is available between modules. Briefly, SIMS consists of about twenty modules that support the work of clerical staff and school managers and teachers (for details see Wild & Walker 2001). 2. RESEARCH QUESTIONS AND RESEARCH FRAMEWORK The following questions were addressed: - The extent of, and ways in which SIMS was used in schools; - The user opinion on the quality of SIMS; The nature and effects of the implementation process, and the characteristics of the schools into which SIMS was introduced; - Factors affecting the degree of SIMS use. The variables relating to the above issues that were investigated in this study fell into five distinct categories according to Visscher's model (see Figure 1), i. e. , features of SIMS use, the implementation process, school organisation, and the intendedlunintended effects. The study assumed possible interrelationships between all these variable groups.

In the 1920s as an application of the celebrated Nevanlinna's value distribution theory of meromorphic functions, R. Nevanlinna [188] himself proved that for two nonconstant meromorphic func tions I, 9 and five distinctive values ai (i = 1,2,3,4,5) in the extended plane, if 1 1- (ai) = g-l(ai) 1M (ignoring multiplicities) for i = 1,2,3,4,5, then 1 = g. Fur 1 thermore, if 1- (ai) = g-l(ai) CM (counting multiplicities) for i = 1,2,3 and 4, then 1 = L(g), where L denotes a suitable Mobius transformation. Then in the 19708, F. Gross and C. C. Yang started to study the similar but more general questions of two functions that share sets of values. For instance, they proved that if 1 and 9 are two nonconstant entire functions and 8 , 82 and 83 are three distinctive finite sets such 1 1 that 1- (8 ) = g-1(8 ) CM for i = 1,2,3, then 1 = g.

Neuware -For the eighth time the yersiniologists all over the world gathered together when the International Symposium on Yersinia was organized by University of Turku and Turku Microbiology Society in Turku, Finland. Over 250 delegates from 28 countries attended the Symposium. The Symposium logo (Picture 4, next page) presents a bacteriophage attached to the surface of the bacterium. One can easily imagine that most of the aspects covered in this Symposium are included in the logo: the bacteriophage genome encodes for structural proteins, adhesins and effector proteins that interact with the host cell in most intricate ways to carry out their mission. Life of the bacteriophage depends on the tightly regulated interplay between the phage and the host proteins. This all is also true between Yersinia and the different hosts and environments it encounters during its life cycle. This Symposium Proceedings volume is based on the oral and poster presentations given during the Symposium. The volume has been divided into six parts covering topics such as genomics, surface structures, bacteriophages, molecular and cellular pathogenesis, molecular epidemiology and diagnostics, gene regulation, clinical aspects and vaccines. These topics reflect righteously the present trends in the bacteriology research.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 522 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Remote Sensing of Forest Environments: Concepts and Case Studies is an edited volume intended to provide readers with a state-of-the-art synopsis of the current methods and applied applications employed in remote sensing the world's forests. The contributing authors have sought to illustrate and deepen our understanding of remote sensing of forests, providing new insights and indicating opportunities that are created when forests and forest practices are considered in concert with the evolving paradigm of remote sensing science. Following background and methods sections, this book introduces a series of case studies that exemplify the ways in which remotely sensed data are operationally used, as an element of the decision-making process, and in the scientific study of forests.Remote Sensing of Forest Environments: Concepts and Case Studies is designed to meet the needs of a professional audience composed of both practitioners and researchers. This book is also suitable as a secondary text for graduate-level students in Forestry, Environmental Science, Geography, Engineering, and Computer Science.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 556 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Bayesian nonparametrics has grown tremendously in the last three decades, especially in the last few years. This book is the first systematic treatment of Bayesian nonparametric methods and the theory behind them. While the book is of special interest to Bayesians, it will also appeal to statisticians in general because Bayesian nonparametrics offers a whole continuous spectrum of robust alternatives to purely parametric and purely nonparametric methods of classical statistics. The book is primarily aimed at graduate students and can be used as the text for a graduate course in Bayesian nonparametrics. Though the emphasis of the book is on nonparametrics, there is a substantial chapter on asymptotics of classical Bayesian parametric models. Jayanta Ghosh has been Director and Jawaharlal Nehru Professor at the Indian Statistical Institute and President of the International Statistical Institute. He is currently professor of statistics at Purdue University. He has been editor of Sankhya and served on the editorial boards of several journals including the Annals of Statistics. Apart from Bayesian analysis, his interests include asymptotics, stochastic modeling, high dimensional model selection, reliability and survival analysis and bioinformatics. R.V. Ramamoorthi is professor at the Department of Statistics and Probability at Michigan State University. He has published papers in the areas of sufficiency invariance, comparison of experiments, nonparametric survival analysis and Bayesian analysis. In addition to Bayesian nonparametrics, he is currently interested in Bayesian networks and graphical models. He is on the editorial board of Sankhya.Springer Verlag GmbH, Tiergartenstr. 17, 69121 Heidelberg 324 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware -Ischemia is localized tissue anemia due to obstruction of the inflow of arterial blood, thus brain ischemia is the condition where insufficient blood is delivered to the brain. Many physiological processes occurring in the brain critically depend on the state of its energy metabolism. The state of brain energy metabolism in turn depends on the delivery of oxygen and glucose to the brain via the bloodstream. Although it comprises only 2% of the total body weight, the human brain consumes 20-25% of the oxygen and up to 70% of the free glucose taken in by the body. The brain respires more intensively than any other organ of the body. The intensity of oxygen consumption by cortical brain tissue much exceeds the demands of other tissues (5.43 mmol 02/g per h versus 3.06 and 4.02 mmol for heart at rest and intensively working, respectively, 2.4 mmol for kidneys, and 1.8 mmol for liver). Oxidative phosphorylation in mitochondria generates 95% of the adenosine triphosphate (ATP) that is formed in the brain. Thus, it is clear why insufficiency of oxygen delivery to brain cells adversely affects brain function. Glucose is the main energy-providing substrate in the brain. The basic pathway of its metabolism in neural tissue is aerobic glycolysis. 412 pp. Englisch.

In den WarenkorbBuch. Zustand: Neu. Neuware - The constantly evolving technological infrastructure of the modem world presents a great challenge of developing software systems with increasing size, complexity, and functionality. The software engineering field has seen changes and innovations to meet these and other continuously growing challenges by developing and implementing useful software engineering methodologies. Among the more recent advances are those made in the context of software portability, formal verification techniques, software measurement, and software reuse. However, despite the introduction of some important and useful paradigms in the software engineering discipline, their technological transfer on a larger scale has been extremely gradual and limited. For example, many software development organizations may not have a well-defined software assurance team, which can be considered as a key ingredient in the development of a high-quality and dependable software product. Recently, the software engineering field has observed an increased integration or fusion with the computational intelligence (Cl) field, which is comprised of primarily the mature technologies of fuzzy logic, neural networks, genetic algorithms, genetic programming, and rough sets. Hybrid systems that combine two or more of these individual technologies are also categorized under the Cl umbrella. Software engineering is unlike the other well-founded engineering disciplines, primarily due to its human component (designers, developers, testers, etc. ) factor. The highly non-mechanical and intuitive nature of the human factor characterizes many of the problems associated with software engineering, including those observed in development effort estimation, software quality and reliability prediction, software design, and softwaretesting.
