The focus of the Institute was on theoretical and applied aspects of reliability and risk analysis methodologies. The Institute was composed of lectures, workshops and gu~ded discussions. The early plans for holding a joint conference were initiated some three years ago by Q. C. Johnson of Lawrence Livermore Lab, J. B. Cohen of Northwestern University and P. K. Never theless, the potential hazards of many chemicals have been identi fied by studies on lower organisms. However, too little is known regarding the comparability or lack of it between the metabolic pathways available in such organisms and those in man. Although at present there is great public concern for what is considered by some as the excessive use of laboratory animals in toxicological testing, it seems clear that the usage of mammalian systems may be deemed necessary. It has been proposed that cell culture systems might suffice to meet this need, however, such approaches cannot match the complexity of physiological occurances that are present in the intact animal. For studies of genetic effects, some non-invasive human test systems are presently available. These do not, however, meet the re quirements for extensive laboratory studies. In order to assess the risks to humans of environmental factors such laboratory investiga tions are essential. Therefore, for the forseeable future reliance on experiments using laboratory animals will be necessary. This Volume, which contains the proceedings of a workshop which was held at the National Institute of Environmental Health Sciences, March 29-31, 1982, explores the existing methodologies and their utility for risk estimations. The old mold of X-ray spectroscopy has been burst, and this ASI provided an in-depth exploration of theory and recently developed techniques; however, some work still needs to be done to create a new frame and reduce anarchy in the field. The purpose of this Institute was to gather atomic and solid state physicists working in theoretical and new experimental techniques recently developed. The lectures were concerned with, among others, the following fields: theory of X-ray near-edge structure, XPS and AES with conventional and synchrotron radiation sources, PIXE, EXAFS, SEXAFS, XRF, SXS, and molecular spectroscopy. The Institute considered in detail some of these experimental tech niques and the pertinent theoretical interpretations by selecting an important list of lectures which summarize the scientific contents of the ASI. The truly international character of this NATO ASI, its size, and the high quality of the lecturers contributed to make this school a very fruitful scientific meeting. Two to four general lectures were given each working day and three afternoons were reserved for presentation of current work in the form of posters. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility' in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. If it had been, Frank Koch probably wouldn't have sensed the vacuum that has existed, and this practical book wouldn't have come to be. I'd like to stress practical. The book describes in a comprehensive and-more importantly-practical way how every corporation can mar shal its financial support, employee talents, and other resources to make a meaningful impact on society. I happen to be one of those corporate executives who believes that a business has a responsibility to make such an impact. My brother Peter agrees. Our father and uncle set an example for us, and the tradition goes back to our great uncles and their uncle, Levi Strauss himself. For more than 125 years Levi Strauss & Co. has shown that social responsibil ity is good business and, in recent years, that it is also compatible with dynamic growth. We are proud of that tradition and what it produced, but 1 think the modern era of social responsibility or corporate citizenship at Levi's got its impetus in 1968 with my association with the National Alliance of Businessmen. In 1976, when I submitted to the Committee on the Challenges of Modern Society the draft of this pilot study, the use of remote sensing in the area covered by the project was still at the experimental research stage. Two years later, the Amoco Cadiz disaster occurring on the Brittany Coast gave ~he opportunity to demonstrate the important role that remote sensing could play in the fight against major oil spills. At the same time, many countries engaged in the fight against the deliberate discharge of oil from ships became aware of the po tential of remote sensing to help combat this type of illegal activity. Compiling this volume has afforded me the opportunity to re-read the papers that were presented at the workshops in Washington, D.C. and Paris, which were held April 1979 and October 1982, respectively. Not only is the material still of current interest, but also some recommendations expressed by the experts have already received international recognition. Until recently, however, it could be claimed that the contribution of pharmacology was more obvious than that of psychology in the de velopment of what should surely prove to be a matter for interdis ciplinary endeavor. Pharmacological analyses of drug action have frequently been expressed in terms of dose-response functions, for ex ample, with the dependent variable taking the form of patterns of be havior whose controlling influences were but poorly understood. The introduction of operant conditioning techniques has transformed psy chopharmacology in this respect. Operant analyses have traditionally emphasized the environmental determinants of behavior and have ex plored the behavioral outcomes of many different experimental ar rangements. These different behavioral repertoires have quickly proved to be of great importance in influencing the behavioral effects of drugs, and so psychologists have begun to playa role which better balances that of the pharmacologist in experimental psychophar macology. To reflect the development of these interdisciplinary studies, several excellent books have been published in recent years. Environmental legislation, in particular, has greatly enhanced the rights and powers of organized groups that desire to participate in local development decisions. These powers have allowed citizen groups to block undesired and socially unacceptable projects, such as highways through urban areas and sprawling suburban developments. At the same time, these powers have produced a collective inability to construct many needed projects that produce adverse local impacts. Prisons, airports, hos pitals, waste treatment plants, and energy facilities all face years of liti gation before a final decision. At times, prolonged litigation has pro duced especially high costs to all participants. Despite these new powers, citizen action has often been limited to participation in public hearings or adjudicatory proceedings. Hutchinson together with an international planning committee of G. Abrahamsen (Norway), G. Likens (U.S.A.), F.E. Last (U.K.), C.O. Tamm (Sweden) and B. Ulrich (W. Germany). Many of the dimensions of the 'acid rain' problem are common to countries of northern Europe and North America. The developing awareness over the past ten years of the international nature of the acid rain phenomenon has lead to studies documenting damaging effects on susceptible freshwater bodies. Large areas of the Canadian Pre-Cambrian Shield, with its extension into the United States, and the granitic areas of southern Norwayand Sweden contain lakes which are in the process of acidification. The biological resources of these affected areas are of considerable national concern. An understanding of how the surface region affects material properties starts with an understanding of the elemental composition of that region. Since the most common contaminants are light elements (for example, oxygen, nitrogen, carbon, and hydrogen), there is a clear need for an analytic probe that simultaneously and quantitatively records elemental profiles of all light elements. Energy recoil detection using high-energy heavy ions is unique in its ability to provide quantitative profiles of light and medium mass elements. As such this method holds great promise for the study of a variety of problems in a wide range of fields. While energy recoil detection is one of the newest and most promising ion beam analytic techniques, it is also the oldest in terms of when it was first described. The meeting was intended to review new developments in the field defined by its purposely vague title. We were especially interested in communicating important advances in a broad perspective and in a self-contained manner to a wide colleague ship, and in particular to Latin American physicists. Whatever success we may have achieved in that direction would cer tainly not have been possible without the help and generosity of many people. Indeed it is now pos sible to produce any charge state of any ion right up through 92 fully-stripped uranium (U +). Equally dramatic progress has been achieved in the energy range of the available ions. As an example, fully-stripped neon ions have been produced in useable quantities with kinetic energies ranging from a few ev to more than 20 Gev. Interest in the atomic physics of multicharged ions has grown apace. In the fusion program, the spectra of these ions is an im portant diagnostic tool. Moreover the presence of mu1ticharged ions presents a serious energy loss mechanism in fusion devices. This fact has motivated a program to study the collision mech anisms involved. In another area, mu1ticharged ions are present in the solar corona and the interstellar medium and knowledge of their collision properties and spectra is essential to understand ing the astrophysics. Other possible applications are to x-ray lasers and heavy ion inertial fusion. This item is printed on demand - it takes 3-4 days longer - Neuware -During the early 1930s, when I was a graduate student and later a post-doctoral researcher at the National Research Council for the University of Wisconsin at Madison, we had the opportunity to get acquainted with many graduate students from China who were sent to the University for training in modern basic sciences as well as social sciences. The University of Wisconsin continues to graduate a large number of Chinese students. Economic conditions in the 1930s were very precarious for the United States and other parts of the world. Many of us students grew closer together because we were living on similarly tight budgets. As a matter of fact, we subleased a part of our apartment in Madison to some Chinese graduate students. This was a very nice opportunity for us to learn about the scientific and cultural back ground of our Chinese friends. Many of them came from the interior of China and had had very little opportunity to become acquainted with people from a western culture. Living with these students was a very pleasant and educational experience which gave us a good pic ture of the cultural life and educational system of China at that time--an intimate picture that one normally would not see without travelling in that country. 872 pp. Englisch.

The ESR of some hemoproteins in the single crystal is described by Chien and Dickinson, who also include discussions of techniques and methods for single-crystal ESR of paramagnetically intrinsic and spin labeled protein crystals. Mims and Peisach describe the latest applications and results in electron spin echo spectroscopy of several metalloproteins. Two ESR spin probe techniques are reviewed. We have been successful in continuing to provide topics that are timely and experimentally informative with a heavy emphasis on biolo gically relevant applications.
