In view of this, recent years have witnessed a growing interest in developing multistrategy systems, which integrate two or more inference types and/or paradigms within one learning system. Such multistrategy systems take advantage of the complementarity of different inference types or representational mechanisms. Therefore, they have a potential to be more versatile and more powerful than monostrategy systems. On the other hand, due to their greater complexity, their development is significantly more difficult and represents a new great challenge to the machine learning community. Multistrategy Learning contains contributions characteristic of the current research in this area.

The assessment and improvement of reliability on the circuit level should be based on both the failure mode analysis an…d the basic understanding of the physical failure mechanisms observed in integrated circuits. Hot-carrier induced degrada tion of MOS transistor characteristics is one of the primary mechanisms affecting the long-term reliability of MOS VLSI circuits. It is likely to become even more important in future generation chips, since the down ward scaling of transistor dimensions without proportional scaling of the operating voltage aggravates this problem. A thorough understanding of the physical mechanisms leading to hot-carrier related degradation of MOS transistors is a prerequisite for accurate circuit reliability evaluation. It is also being recognized that important reliability concerns other than the post-manufacture reliability qualification need to be addressed rigorously early in the design phase. The development and use of accurate reliability simulation tools are therefore crucial for early assessment and improvement of circuit reliability : Once the long-term reliability of the circuit is estimated through simulation, the results can be compared with predetermined reliability specifications or limits. If the predicted reliability does not satisfy the requirements, appropriate design modifications may be carried out to improve the resistance of the devices to degradation.

In a sense, this book grew out of two questions: Why hasn't the United States had a second revolution Or is the revolution yet to come Many have discussed the current crises that confront contemporary society, such as great economic inequalities, poverty, the declining quality of jobs, the growing power of corporate elites, and racial antago nisms. I attempt to understand these problems in terms of the radical restructuring of social life by economic and spatial forces. My specula tive thesis is that social organizations must reinforce social contracts and nurture the opportunities for them to be forged. However, contemporary organizations, particularly economic ones, have internalized the princi ples of economic markets, thereby inducing competition and easing out cooperation. In defining social contracts, I draw from Rousseau and also from Marx and his analysis of use value. One hopes that new organiza tional forms based on principles of democracy and community will evolve. In a sense, this book grew out of two questions: Why hasn't the United States had a second revolution Or is the revolution yet to come Many have discussed the current crises that confront contemporary society, such as great economic inequalities, poverty, the declining quality of jobs, the growing power of corporate elites, and racial antago nisms. I attempt to understand these problems in terms of the radical restructuring of social life by economic and spatial forces. My specula tive thesis is that social organizations must reinforce social contracts and nurture the opportunities for them to be forged. However, contemporary organizations, particularly economic ones, have internalized the princi ples of economic markets, thereby inducing competition and easing out cooperation. In defining social contracts, I draw from Rousseau and also from Marx and his analysis of use value. One hopes that new organiza tional forms based on principles of democracy and community will evolve. For geological and socio-economic reasons, most of the populations affected by iodine deficiency disorders live in isolated and usually mountainous areas, in pre industrialized parts ofthe world. The problem of iodine deficiency in Europe has been greatly underestimated in the last decades. After the remarkable studies on the effects of iodine deficiency and their prevention and correction in Switzerland, IDD was generally considered no longer a significant public health problem in Europe. However, surveys carried out in the early 1980's under the auspices of the European Thyroid Association, clearly demonstrated the persistence of moderately or even severely affected areas. These surveys also highlighted the lack ofinformation about large parts ofEurope, especially its eastern part. It is only quite recently, following major changes in international relations and thanks to the support of UNICEF, WHO, the International Council for the Control of Iodine Deficiency Disorders and the European Thyroid Association, that more extensive surveys have been conducted in several parts of Europe hitherto almost unexplored. The benefits of marginal forests range from purely aesthetic to providing resources for producing many goods and services demanded by a growing world population. Increased demands for forest resources and amenities and recent warming of high latitude climates have generated interest in reforestation and afforestation of marginal habitats in cold regions. Afforestation of treeless landscapes improves the environment for human habitation and provides for land use and economic prosperity. Trees are frequently planted in cold climates to rehabilitate denuded sites, for the amenity of homes and villages, and for wind shelter, recreation, agroforestry, and industrial uses. In addition, forests in cold climates reduce the albedo of the earth's surface in winter, and in summer they are small but significant long-lived sinks for atmospheric carbon dioxide. Finally, growth and reproductive success of forests at their geographic limits are sensitive indices of climatic change. As efforts to adapt forests to cold climates increase, however, new afforestation problems arise and old ones intensify. Austral, northern, and altitudinal tree limits are determined by many different factors.
