Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. Unfortu nately, its development for analog electronic circuits is still in its Stone Age. The engineer's intuition is still the most powerful tool used in the industry! There are two reasons for this. One is that there has been no pressing need from the industry. Analog circuits are usuaIly small in size. Sometimes, the engineer's experience and intuition are sufficient to fulfill the need. The other reason is that there are no breakthrough results from academic re search to provide the industry with critical ideas to develop tools. This is not because of a lack of effort. Both academic and industrial research groups have made major efforts to look into this problem. To do so we need to understand better the immune response to different viruses so that we may be able to maxi mize the protective response of new vaccines and minimize their potential immunopathologic effect. Over 200 persons from eight countries attended the program, which consisted of 24 oral presentations and 38 poster presentations. Forty-two of those presentations have been included in this volume. The conference was sponsored by the Armed Forces Radiobiology Research Institute, located in Bethesda, Maryland. The effects of radiation on lipid synthesis and membrane damage are aptly summarized in the first five chapters. These chapters describe the effects of radiation on lipid peroxidation of model membranes, and the role of lipid composition in mammalian cell death and in bacterial radio- and thermosensitivity. In bacteria, lipid peroxidation is not essential for radiation-induced cell death. One of the key points of the conference was the paradoxical nature of the radiobiology of eicosanoids. On the one hand, eicosanoids are mediators of damage; on the other, they are radioprotective agents. It is clear from the literature and from the data presented at the conference that both of these properties may also be observed as a consequence of radiotherapy. The revival of field theory in elementary particle physics that started about ten years ago has influenced all branches of elementary particle physics from fundamental research to pure phenomenology. The selection of field theoretical methods in part icle physics appropriate for the Institute is therefore the first task for the organizers. We decided to have constructive problems of gauge field theories and solvable models as two major areas to be covered during the Institute. If one considers the concepts and terminology currently used by pure field theorists, one notices that many of them were introduced and discussed first by pheno menologists in comparing quite elementary models directly with experimental data. For this reason, it seemed worthwhile to re serve considerable time to phenomenological field theory. One of the major problems of molecular biology concerns the structure of proteins. Some information about protein structure is provided by the electron microscope, by the ultracentrifuge, and by small-angle x-ray scattering; the last gives the fullest information about the atomic structure of protein molecules, but x-ray study of biological objects represents a difficult and laborious task. In this way the struc tures of three proteins have been established: hemoglobin, myoglobin [2, 8J, and lysozyme [10]; work has begun on ribonuclease, insulin, chymo trypSin, carboxypeptidase, and so on [14-16]. A knowledge of the structures of amino acids and peptides is of con siderable value in elucidating the structure and functions of proteins. Early in 1967 the initial steps were taken to write such a book. Then, in 1968, an excellent text by Professor David M. Adams entitled Metal-Ligand and Related Vibrations was published. At this point serious consideration was given to discontinuing work on this book. However, upon examination of Adams' book, it became clear that the references covered only the period to 1966. This field of research is accelerating so tremendously, and the period 1966-1969 has seen so many new studies, that upon reconsideration it was decided to continue writing this text. The references in this book, particularly in the last several chapters, include many papers published in 1969. However, the proliferation of the far-infrared literature has made it impossible to present all the published material that has any bearing on the subject. Many titles do not pertain primarily to the far-infrared region as such, and some of this research has been omitted for this reason. Organometallic compounds have been neglected since the author feels that adequate reviews of that subject are available. Other studies may be missing simply because, owing to space limitations, only the more important researches could be considered. The mathematical theory of symmetry continued to mature throughout the last century, culminating in the independent discoveries in Russia, Germany, and England that a total of only 230 independent ways exist in which the operations of rotation, reflection, and translation can be combined to transform three-dimensional geometrical objects into themselves. Supported financially by many of the leading industrial firms currently active in this rapidly expanding field, the conference, second of its kind, attracted more than 400 scientists and engineers from all parts of the world. This attendance was evidence of the present interest and growth in cryogenic engineering, a field which has as yet not found a satisfactory place within the bounds of existing professional societies.
