It is a challenge to regulate such a complex network of heterogeneous elements with dynamically changing traffic conditions. To make such a sys tem reliable and manageable, the decision making should be decentralized. It is desirable to find simple local rules and strategies that can produce coherent and purposeful global behavior. Furthermore, these control mechanisms must be adaptive to effectively respond to continually varying network conditions. Such adaptive, distributed, localized mechanisms would provide a scalable so lution for controlling large networks. The need for such schemes arises in a variety of settings. In this monograph, we focus on localized approach to quality of service routing. Routing in the current Internet focuses primarily on connectivity and typi cally supports only the 'best-effort' datagram service. The routing protocols deployed such as OSPF use the shortest path only routing paradigm, where routing is optimized for a single metric such as hop count or administrative weight. While these protocols are well suited for traditional data applications such as ftp and telnet, they are not adequate for many emerging applications such as IP telephony, video on demand and teleconferencing, which require stringent delay and bandwidth guarantees. This is a field of investigation that I entered into by challenge and necessity, embraced with passion and fmally left in my quest for new discoveries in growth control. Ten years, one third of my scientific life, has been devoted to uncovering the mysteries of intracellular pH (PH;) regulation with respect to growth factor action. I got started on this new topic in 1980, when I heard a rather provocative hypothesis presented by Enrique Rozengurt at an ICN-UCLA Keystone meeting on 'Cell Surface and Malignancy'. He showed that all mitogens induced amiloride-sensitive Na + entry into resting cells and proposed that, if a compound stimulates Na + influx, it could be a mitogen. In support of his proposal Enrique reported that the amphipathic polypeptide, mellitin, which induced Na+ influx, was indeed mitogenic for 3T3 cells. This was only correlation at this stage. However, I was fascinated by this talk. I immediately approached Enrique to inform him of my skepticism about this beautiful story, and to indicate that I would only be convinced when I succeeded in isolating mutant fibroblasts lacking the amiloride-sensitive Na+ transporter. The headquarters of the meeting was the Radisson Kauai Beach Resort. This international meeting was attending by approximately 80 individuals from 23 nations and 4 continents. Seventy-five papers were presented either as platform presentations or poster presentations. Taurine, first isolated from ox bile in 1827 by Tiedemann and Gmelin and named in 1838 by Demarcay, became of significant scientific interest in 1968 when the first extensive review article was published by Jacobsen and Smith. Interest in taurine grew exponentially after 1975 when the first taurine symposium was organized by Ryan Huxtable in Tucson, Arizona. Since that date, taurine symposia have been held approximately every two years held in various cities and resort areas around the world. Taurine investigators have had the privilege of attending these scientific meetings on three continents - Asia, Europe, and North America. Since the initial meeting in 1975, a central question addressed during many of the symposia has been: 'What is physiological, pharmacological, nutritional, and pathological role of taurine '. Although taurine has been established as an important osmolyte, it appears to affect many other biological processes. However, the exact mechanism(s) by 'which taurine acts' has not yet been definitively answered.
