The first volume in Hegemann's three-volume opus on city planning, this dealing with the historical and sociological aspects of planning in the United States. It is a reaction to the "City Beautiful" and civic improvement schemes popular in the early 1900's, considered by Hegemann to be an expensive, wasteful and unaesthetic. "The present volume approaches the problem of city planning from the more general premise that no city should be considered more beautiful that its most ugly and unsanitary tenement house.".
