James Henry McCrocklin was an American academic administrator and politician. He served as President of Texas State University from August 1964 to April 1969, and as the United States Under Secretary of Health, Education, and Welfare from July 1968 to January 1969. The story of the establishment of the Haitian Constabulary [Garde d'Haiti] by the American Marine Corps in 1914, until its replacement by Haitian forces in 1934. The United States Marines disbanded Haiti's army, which consisted of an estimated 9,000 men, including 308 generals. In February 1916, the Haitian Constabulary was formed. United States Marines and United States Navy officers and non-commissioned officers commanded the group. The Gendarmerie attempted to secure public safety, initially by subduing the cacos; to promote development, particularly road construction; and to modernize the military through the introduction of a training structure. The Gendarmerie became the Garde d'Haïti in 1928; the Garde formed the core of Haiti's armed forces after the U. S. administration ended. The United States sought to establish a modern, apolitical military force in Haiti.
