O'Brien, an eminent anthologist from this period who championed Steele (among others, including the superb and still under-rated Katharine Fullerton Gerould), makes a case for Steele as a "romantic realist" trying to portray the strangeness hiding below the surface of ordinary things. Many of his stories are set in the South, or near the coast, where the sea acts as a brooding reminder of uncontrollable forces. Bleiler (in Guide to Supernatural Fiction, #1521, discussing a different collection) calls his writing "hard-textured and psychological." This was his first published collection.
