He founded and was the first mayor of Aurora, Illinois, and established the hotel and spot in his development Glen Ellyn. Hill was a friend of the radical publisher Charles H. Kerr, who issued Hill's 1894 book Money Found, a proposal to nationalize the country's banks. The Open Door to Independence identified itself with the "back to the land" movement of the early 20th century: "' back to the land' does not necessarily mean removing from one location to another, but rather the utilization of land wherever you are."(Preface) this book is a veritable mine of information about land management, farming, farm products, the raising of all kinds of crops, as well as agriculture in general.
