Mogi was a student of Professor Harold J. Laski at the London School of Economics, and Laski s preface describes the work as filling a significant absence in political science. Both volumes have an ownership inscription in pen on the front free endpaper: Ernest Thorp, London 1960 , accompanied by a quotation, dated 1964, written in pencil in Vol. 1.
