Obtaining a degree in engineering through scholarships he spent a number of years gaining practical experience in America, Canada and England, especially in the areas of railways, harbours and docks. In 1886 he was appointed county surveyor for the southern division of County Mayo where he supervised the building of the Achill viaduct and swivel bridge and the Moy bridge, near Ballina. Following a period as county surveyor in County Down, he became chief engineering inspector of the Local Government Board in Dublin, a position he was to hold for over 20 years until his career in Ireland was abruptly and controversially terminated by the Minister for Local Government. Ernest Blyth, at which point he left Ireland. In the later years of his time in Dublin he had taken a deep and campaigning interest in slum conditions, public health, and the improvement of housing for the working class.** Dusting, and slight wear to edges of covers, otherwise a very good copy of this rare publication, without any damage, library stamps, inscriptions or other markings.
