As new condition glossy dark blue boards with gold front cover and spine lettering, contained in an as new condition color photographic dust jacket. Includes Foreword by Senator Robert Dole and Preface. 2nd Printing. "The liberal progressive dream about government collapsed November 8, 1994 with a massive voter repudiation of the illusion that Washington could solve all of the nation's problems. This book argues that the only rational and humane alternative is to re-vitalize the federalist ideal of the original Constitution in a manner suited to modern times. The challenge is nothing less than to restore the 10th amendment. Eighty-two years of progressive government ended with explosive illegitimacy, broken families headed by single mothers, children parenting children, decayed central cities, a ten-fold increase in violent crime rates, teenagers murdering each other in school, disorder in education and the lowest test scores in the developed world, fettered business with low job growth and stagnant wages, an unstable currency with massive deficit spending, a knee-jerk willingness to transfer liberal values to every trouble spot in the world by force but without a defense establishment with the resources to support this role, the major Washington programs in bankruptcy, and oppressive taxes. In short, the progressive, welfare state dream turned to ashes. So, the people rebelled and elected the first Republican House of Representatives in 40 years. But few understood why they revolted. This book argues that it was the final exhaustion of an idea that could not work. The progressive idea of using central solutions always was brittle. America's decentralization was a major reason for its rise, but it was doomed in the modern world of instant and multifarious communication. It was no coincidence that the Soviet Union and the Welfare State rose and broke down at about the same time in history. Literally every national government program is failing. The book details that decline and the necessary, in-built reasons why a fundamentally different alternative to the welfare state must be substituted.Americans sense what is wrong and are looking for more creative solutions. They resist solutions from a national government far removed from their real problems, wasting vast resources, using dehumanized and creaking administrative structures, and actually adding to social decay by destroying incentive and responsibility. Increasingly, there is a desire to deal with problems on a human scale, where average citizens can affect the results. To rebuild, it is necessary to understand why the welfare state fell and what positive alternative is necessary to take its place if a more effective and humane solution is to follow. The simple answer, as Ronald Reagan suggested, is to return to the vision of the Founders, the federalism they envisioned. To restore their 10th Amendment is the specific program. This book seeks to re-vitalize the vision of federalism by using modern, concrete examples and penetrating analysis to show that the only alternative to the failed, bureaucratic welfare state is local government and free, private action. They work and are compatible with the Founders' 10th Amendment ideals of freedom, decentralization, personal responsibility and popular government." - excerpt from the inner front and rear jacket flaps.
