Due to a lack of clarity in the constitution, the federal government had no agency in educational matters for the first seventy five years of the nation's existence. In 1867 the US Congress passed legislation establishing the first Department of Education, and Henry Bernard was its first ever Commissioner. With aims of organising the regional or state based education programmes, Barnard was responsible for collecting data about the nation's schools and disseminating it to practitioners, as well as producing scholarly reports and research to provide a context for education as we have in the present volume. There is a small tear to the front free endpaper, and a small tear to the title page. Institutional sticker to the rear board from the Reference Library of the Education Department. In a dark grey cloth binding. Externally, generally smart. A little loss of cloth to the tail of the spine, more so to the head. Some light wear towards the extremities.
