The tome issued by Dr. Marie Stopes, though exhaustive enough in its survey of the practical and historical aspects of contraception, is the exact reverse of dispassionate; its author has definitely and fanatically ranged herself with those who ceaselessly advocate birth control methods on humanitarian and eugenic grounds, and in common with every writer whose aim is indisputably propagandistic, Dr. Stopes allows emotion to kick out scientific analysis." From the chapter entitled "The Eugenic Side," Mr. Scott writes, in short part, "Dr. Stopes and the Malthusians are strongly in favour of teaching to the poor preventive methods so as to slow down their rate of increase and prevent the flooding of the country with what they are pleased to term 'bad stock.' Others deplore the lack of babies amongst the rich, and lay the blame on widely practised contraceptive measures."
