Neatly extracted from a bound volume and expertly mended. The American Province of Pennsylvania was founded by William Penn (1644-1718) in 1681, following a land transfer by King Charles II to settle outstanding debts owed to Penn's late father, Sir William Penn (1621-1670). William Penn was an early advocate of democracy and religious freedom, and the principles he used in governing the colony served as an inspiration for the United States Constitution. Williams grandsons, John Penn of Stoke Pogis and his cousin John Penn of Wimpole, jointly inherited proprietorship of Pennsylvania at the time of the American Revolution. When the British forces left Philadelphia in 1779, the Pennsylvania Assembly voted to confiscate twenty-four million acres of their land, and pay them compensation of £130,000. The Penn cousins lobbied parliament for further compensation, and the resultant William Penn Annuity Act, 1790 awarded them a yearly payment of £4,000 to share in perpetuity.
