Rare and fine pamphlet written by Sir William Beveridge (1879-1963) for the Federal Union. The first publication of a series of 'Federal Tracts', commissioned by Beveridge as part of his activities in the 'Federal Union'; this pamphlet is perhaps the first literary example of European Federalism in Angophone writing. Herein Beveridge writes an outline of his program for a federal Europe, briefly arguing for then sketching out a postwar settlement which prevents further outbreak of conflict through political unity. Two years later Beveridge would go on to publish his eponymous report, which would lay the foundations of the British Welfare State. In excellent condition for a pamphlet of its age. Minor shelf-wear - staples have rusted but are otherwise firm.
