Roosevelt, Franklin D. (1882-1945) - Typed letter signed AS PRESIDENT and WW II. dated - 32. President of the United States. Typed letter signed AS PRESIDENT "Franklin D. Roosevelt". 1 page, 8.0 x 10.5 inch, Washington, 1941 October 27. On embossed "THE WHITE HOUSE WASHINGTON" stationery. Addressed to the "Honorable Michael J. Kirwan at the House of Representatives". In full: "Reference is made to your letter of September 25, 1941, in which you further discuss the importance to the National Defense Program of the industrial area in the vicinity of Youngstown, Ohio, and urge the immediate construction of the Berlin and Mosquito Creek Dams for flood control and water conservation in order that the operations of the important industrial establishments in that region may not be curtailed by floods or by lack of water. This matter has been fully investigated and, upon the recommendation of the Secretary of War and the Chief of Engineers, I am submitting to Congress a supplemental estimate in the amount of $2,335,000 for initiating and carrying forward, during the fiscal year 1942, the construction of the Berlin Dam and Reservoir on the Mahoning River." Michael Joseph Kirwan (1886-1970) was an American Democratic politician from Ohio who served as a Representative to the United States Congress for the 19th electoral district of Ohio from 1937 until his death in 1970. Throughout the 1930s and early 1940s, Kirwan was successful in garnering substantial federal support for a variety of public works projects including dams, reservoirs, public swimming pools and public park facilities. Berlin Lake and Dam on the Mahoning River in Mahoning and Portage Counties, Ohio. The dam is located about 35 miles (60 km) southwest of Warren, Ohio.
